Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

USAID/Pakistan is funding the Sindh Reading Project (SRP), to improve early grade reading in public primary schools in Sindh. The 2018 endline study will provide evidence of progress made in student reading scores over the life of the program.

MSI is seeking Field Monitors to ensure a standardized and consistent Early Grade Reading Assessment (EGRA) administration across sampled schools in the SRP 2018 endline study. Each Field Monitor, under the supervision of the Field Monitoring Lead, will conduct daily school monitoring visits during the administration of the endline EGRA and survey instruments, and may be responsible for multiple data collection teams that will be visited on a rotational basis. Data collection will occur throughout Sindh, and Field Monitor assignments will be made based on geographical, language, and professional experience. This assignment is of short-term duration, expected to last between 3-5 weeks beginning in October 2018.

Prior to the monitoring exercises in the field during data collection, the Field Monitors will participate in a training where the Field Monitoring Lead will outline the roles and responsibilities, lead the group through the monitoring tools that will be used during data collection, and detail some of the test administration practices that will need to be observed during monitoring visits. The Field Monitors will then participate in the training of enumerators, where they will learn about the 2018 EGRA in detail.

Responsibilities

·         Participate in training session of Field Monitors to learn and understand the field monitoring tools and role and responsibilities;

·         Participate in the training session on the standardized administration of EGRA tools and survey questionnaires along with the quality control officers, supervisors, and enumerators;

·         Develop field monitoring plans for school visits under the supervision of the Field Monitoring Lead;

·         Complete field travel in accordance with plans to conduct site visits at schools;

·         Engage with EGRA data collection team only as directed and complete the monitoring visit protocols and checks in accordance with the Field Monitoring procedures introduced in training;

·         Prepare regular report updates as instructed in training;

·         Participate in debriefing meetings with the Field Monitoring Lead as scheduled, and;

·         Complete other duties as directed by the Field Monitoring Lead.

Qualifications:

·         A bachelor’s degree in the social sciences or a related field;

·         At least one year of field monitoring and/or quality assurance experience where the applicant was: a) making site visits to field locations, b) following consistent monitoring protocols and completing reports in accordance with a trained methodology/instructions, c) part of a team and reporting to a supervisor;

·         Experience working in a third-party monitoring capacity preferred;

·         Excellent oral and communication skills required;

·         Able to work effectively as part of a large team;

·         Able to work under tight deadlines and produce quality work;

·         Fluency in Urdu required, and Sindhi-language skills will also be required in some areas.
