Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract – PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary:

MSI is seeking a Team Leader, Civil Engineer, with relevant design and construction experience in vertical structures/buildings, roads, and water and sanitation projects, to lead the assessment of on-going and completed infrastructure projects in the selected areas of Pakistan – Sindh, Balochistan, Gilgit-Baltistan, FATA, and Khyber-Pakhtunkhwa. The main objective of the assessment is to verify and validate the various components of the infrastructure program.

The Team Leader will be responsible of leading a team of field monitors/civil engineers who will conduct monitoring site visits in the mentioned areas of Pakistan. The Team Leader will be ultimately responsible for desk review of documents including drawing sheets, designs, Bill of Quantitys (BoQs), technical specifications and construction quality standards. The Team Leader will also conduct interviews with concerned stakeholders, guide and accompany field civil engineers during visual inspection of infrastructure projects, conduct data analysis, lead technical report writing, and present debriefings of the assignment findings.

The anticipated duration of the assignment is from August 2018 through February 2019.

Responsibilities:

The Team Leader will manage the activities of the civil engineering monitoring team, drawing on the strengths of individual team members, to produce the best possible monitoring and technical assessment reports. In collaboration with MSI staff and team members, the Team Leader will take the lead in:

·  Desk review of technical documentation to understand the scope and requirements of infrastructure projects scheduled to be monitored;

· Providing technical direction to the team members throughout the planning, execution, and reporting phases of the assignment;

· Team Planning Workshop (TPW) to review monitoring plan and methodology, checklists, interview guides, and development of data analysis plan;

·  Briefing USAID/Pakistan prior to field work;

·  Guiding the fieldwork and ensuring quality of the information collected;

·  Reviewing the work of assignment team members and ensuring quality of interim work deliverables;

·  Guiding the technical data analysis;

·   Preparing for and leading assessment debriefing sessions; presenting results to USAID/Pakistan after the field work; and

·  Writing technical monitoring reports and debriefing notes.

·  The Team Leader is ultimately responsible for completing high-quality reporting deliverables within the stipulated timeframe and meeting key milestones during the course of the assessment.

 Qualifications:

·  Bachelor of science in civil engineering is required; advanced degree desired; preferred specialization in buildings and vertical structure, road construction or water systems construction engineering.

·  A minimum of fifteen (15) years of demonstrated experience in designing and managing USAID and/or other international donor infrastructure projects and civil engineering teams.

·  Demonstrated technical assessment and evaluation skills; relevant experience in appraising civil engineering projects.

·  Advanced technical writing skills, ability to prepare highly technical reports and analyses relevant to the assignment;

·  Willingness and ability to travel within the country and hard to reach areas;

·   Excellent analytical and personal communication skills;

·   Fluency in written and spoken English required; and

·    Knowledge and understanding local languages including Pushto, Sindhi, and Balochi is a plus.
