This position is responsible for leading the design and implementation of evidence-based monitoring, evaluation, and learning (MEL) systems for an integrated service delivery project focused on tuberculosis, chronic respiratory diseases, and other non-communicable diseases, including mental health. The role plays a vital part in ensuring that data systems, research findings, and performance analytics drive adaptive program management, implementation research, and knowledge translation. The ultimate goal is to improve health outcomes and strengthen health systems in Karachi, Pakistan.

Key Responsibilities

Provide technical and strategic leadership in developing monitoring and evaluation frameworks, data systems, and learning agendas that align with the program’s person-centered integrated care model and donor priorities. Oversee data quality audits, indicator tracking, and outcome reporting to maintain accuracy, completeness, and timeliness across multiple sites and disease areas.

Translate both quantitative and qualitative data into actionable insights for project teams, government stakeholders, and donors through briefs, presentations, dashboards, and publications. Lead or co-lead implementation research studies to support program adaptation and scale-up, coordinating with academic partners on protocol development, Institutional Review Board (IRB) submissions, and manuscript preparation.

Guide the optimization and integration of digital data systems such as DHIS2 and Power BI dashboards, ensuring these tools are user-friendly, interoperable, and responsive to field conditions. Mentor field-based data teams on indicator interpretation, data visualization, and adaptive learning to strengthen analytical capacity within district teams and promote data-driven decision-making.

Collaborate closely with program managers, clinical leads, and operations teams to ensure data and learning outputs effectively inform planning, supervision, and resource allocation. Represent the project in technical working groups, evaluation forums, and research consortia, contributing to donor reports, abstracts, and policy dialogues that highlight program evidence and innovation.

Required Qualifications

A Master’s degree in Public Health, Epidemiology, Health Systems, Biostatistics, or a related discipline is required. Candidates should have over five years of progressive experience in monitoring and evaluation, research, or data analytics within non-profit, development, or public health programs. A proven track record in designing and implementing M&E frameworks and operational research in multi-site, donor-funded environments is essential.

Experience leading multidisciplinary data teams and managing comprehensive evaluation processes is necessary. The ability to translate evidence into programmatic or policy recommendations effectively is critical. Familiarity with data visualization tools, digital health platforms, and mixed-methods research design is preferred.

Strong strategic thinking, analytical, and conceptual skills are required, along with expertise in M&E systems design, data management, and research oversight. Excellent technical writing skills for producing donor reports, abstracts, and manuscripts are essential. Demonstrated leadership and mentoring capabilities to guide data teams and effective cross-functional collaboration skills with program, clinical, and operations units are important.

Candidates must show a commitment to ethics, equity, and participatory engagement. A proactive, organized, and detail-oriented work approach is expected. Willingness to travel within Sindh for supervision and quality assurance is required. Fluency in English and Urdu is essential.

This full-time role reports to the Senior Manager/Primary Investigator and is based in Karachi, Pakistan, within the TBR-11 program. The successful candidate will play a pivotal role in advancing integrated health services through robust monitoring and evaluation, contributing significantly to improved health system performance and patient outcomes.
