Manager Outsourcing

This position is responsible for overseeing and enhancing the bank’s outsourcing policies and procedures to ensure full compliance with regulatory requirements and internal standards. The role involves supporting the implementation of the State Bank of Pakistan (SBP) outsourcing framework across both local and international operations. The incumbent will work closely with various internal departments and external vendors to maintain strong outsourcing governance, manage risks effectively, and ensure operational efficiency.

Key Responsibilities

- Review and update the bank’s outsourcing policy to align with the latest regulatory framework, securing all necessary approvals.
- Assist in the development of outsourcing policies for international branches, ensuring consistency with the Head Office Karachi (HOK) policy.
- Revise outsourcing procedures to reflect updates in the framework and policy, obtaining required endorsements.
- Support the Outsourcing Head in implementing the SBP outsourcing framework within defined timelines by:
- Classifying activities reported by business groups as outsourcing or non-outsourcing.
- Categorizing outsourcing arrangements as material or non-material after consultation with initiating functions and the Shared Services Office (SSO).
- Reviewing and discussing risk assessments conducted by initiating functions.
- Conducting vendor due diligence in accordance with the Outsourcing Policy and Procedures.
- Ensuring all written agreements include mandatory elements as specified in the framework.
- Coordinating with initiating functions to secure approvals for existing and new outsourcing arrangements, including preparing detailed memos and annexures for senior management and president approval.
- Preparing Board information packs for material outsourcing arrangements requiring Board approval.
- Organize meetings with initiating functions to assess the roles of third-party employees, ensuring they do not engage in restricted or decision-making activities and that customer confidentiality safeguards are in place.
- Collaborate with the Anti-Money Laundering (AML) department, vendor management unit, and initiating functions to obtain AML concurrence on vendors.
- Conduct periodic performance reviews of outsourced service providers in coordination with initiating functions.
- Coordinate with initiating functions to compile annual financial spending reports for both local and international outsourcing arrangements.
- Assess risks and controls related to outsourcing as part of the Internal Risk Control Review (IRCR) exercise, working closely with the Enterprise Risk Management (ERM) department and COO office.
- Review, reconcile, and arrange payments to service providers in line with contract terms.
- Assist the Head of Shared Services Office (SSO) with special projects as required.
- Conduct vendor site visits when necessary.
- Maintain strong relationships with internal and external stakeholders by ensuring timely resolution of queries and proactive communication.

Required Qualifications

- Bachelor’s or Master’s degree in a relevant field.
- 4 to 5 years of professional experience in a related area, preferably within banking or financial services.
