The Monitoring & Evaluation Officer will primarily be responsible for the implementation and oversight of monitoring strategies, tools, procedures and surveys of the local project. She/He will collect a range of monitoring data on the service provision of the project, as well as providing a range of monitoring and evaluation reports, for both local project use as well as the Country Programme Office, and will support research.

Responsibilities

  • Establish or revise the range of monitoring, data collection and analysis systems for the project, including service monitoring as well as internal staff and administration monitoring.
  • Develop and provide a range of monitoring and evaluation reports as required by the project.
  • Facilitate the utilisation of such data for advocacy and resource mobilisation and support.
  • Facilitate and support the preparation, collation and dissemination of reports.
  • Support the process of provincial and national planning, ensuring focus and strong evidence-based inputs drawn from surveillance, operational research and strengthen monitoring and evaluation.
  • Participate in relevant meetings and workshops.
  • Implement and manage a range of operational studies.
  • Assist in the liaison between the Government agencies and the organisation. 
  • Other reasonable duties and responsibilities as assigned by the Project Manager.

Desirable Knowledge, Skills and Abilities:

  • Demonstrated experience in quantitative and qualitative research processes. 
  • Strong English written and oral communication skills: ability to present. information effectively to various audiences, large and small.
  •  Proven knowledge of M&E frameworks and methodologies, data collection and analysis.
  • An ability to consolidate information from multiple sources, design, development and implementation of M&E frameworks.
  • Able to prepare strategic information for decision makers.
  • Experience in writing and producing reports.
  • Sound computer literacy and skills (including use of internet, Microsoft Office package and PowerPoint presentations).
  • Ability to interact professionally with a diverse population.
  • Ability to exercise flexibility and adaptability to changing priorities.
  • Ability to work within a team.
  • Demonstrated organization and project management skills.
  • Ability to plan, evaluate and meet deadlines.
  • Good analytical skills.
  • A respect for human rights and diversities.
