CARE, a global leader in humanitarian and development work, is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist for a project based in Karachi, Pakistan. This contractual position involves providing technical expertise in data collection, analysis, and reporting to support the project’s strategic goals. The specialist will play a key role in establishing and managing MEAL systems in collaboration with CARE’s Country Office and regional/global teams. The role requires approximately 50% travel within Sindh field areas and focuses on promoting data-driven decision-making and accountability throughout project implementation.
Key Responsibilities
Development of MEAL Systems, Tools, and Processes (30%)
Assist in designing and implementing a comprehensive MEAL system that aligns with donor requirements and CARE standards. Develop key performance indicators to monitor progress against work plans, clearly defining timelines and responsibilities. Provide technical guidance on program-level monitoring and evaluation activities. Evaluate data collection methodologies to ensure accuracy, efficiency, and validity.
Implementation of Project M&E Plan (30%)
Oversee monitoring of all project activities, inputs, outputs, and outcomes to ensure alignment with objectives. Manage databases, including data entry, cleaning, verification, analysis, and visualization. Work closely with partners to review progress reports and resolve any issues identified. Ensure effective Feedback and Accountability Mechanisms (FAM) are in place from the start of the project. Conduct regular field visits to assess progress and compliance, recommending improvements as needed. Collect and analyze beneficiary feedback using standardized tools.
Monitoring, Evaluation, and Reporting (20%)
Draft Terms of Reference for evaluations and research studies, coordinating with internal teams and external consultants. Compile data into Management Information Systems (MIS) and prepare reports for various stakeholders. Support the collection and dissemination of case studies and success stories. Review monitoring reports to identify challenges and assess project impact. Conduct beneficiary surveys and post-distribution monitoring exercises. Assist in complaint verification and investigations following CARE’s protocols. Plan and coordinate internal and external project reviews and evaluations.
Knowledge Management and Learning (15%)
Support the development and implementation of the project learning agenda. Facilitate learning workshops and activities involving both internal and external stakeholders. Maintain a knowledge management system for project documents, reports, and learning materials. Coordinate with global teams and communication departments to share learning outputs. Ensure proper archiving of learning resources on shared platforms.
Other Responsibilities (5%)
Perform additional duties as assigned by the Line Manager in response to organizational needs.
Required Qualifications
A Bachelor’s degree in Economics, Sociology, Development Studies, or a related field is required. Candidates must have at least six years of experience in monitoring and evaluation, impact assessment, or social science research, preferably within national or international NGOs. Proficiency in both qualitative and quantitative MEAL methodologies, data verification, and program evaluations is essential. Strong research, analytical, and presentation skills are necessary, along with expertise in database management and data visualization. The ability to define key performance indicators and develop measurement frameworks is critical. Fluency in written and spoken English and proficiency in Microsoft Office applications (Word, Excel, PowerPoint) are required. Excellent interpersonal skills and the ability to collaborate effectively across teams are also important.
Preferred Qualifications
A Master’s degree in a relevant discipline is preferred. Knowledge of statistical software such as SPSS is an advantage.
