General Position Summary

The DFS is a self-motivated and analytically capable individual who will be responsible for the overall implementation of project activities in the assigned district in accordance with the Operational Guidelines and direction provided by the Project Manager.

Essential Job Functions

  • Technical assessment of WASH facilities at the targeted GP clinics and large-scale private hospitals in coordination with WASH Engineer and SPO WASH.
  • Preparation of BoQs and market rate analysis for construction work and other required items of project activities. Provision of completed and updated rate list of all required items with the support of WASH Engineer and Senior Program Officer WASH.
  • Organize/arrange capacity-building training of the healthcare facility staff in coordination with the Senior Program officer IPC and WASH.
  • Develop a monthly work plan and ensure its implementation in coordination with the Senior Program Officers and approval from the Project Manager and meet the assigned project targets.
  • Conduct regular visits to selected Hospitals, private healthcare providers, labs, and large hospitals for smooth and timely implementation of the project activities as per design, specification, BoQs and detailed implementation plan.
  • Coordination and organization of the inception/kickoff meeting with all stakeholders at the district level.
  • Coordination and meetings with area notables like religious leaders, teachers, CRPs/CNW, LHV/LHWs etc. for the awareness raising of C19 and TB at the district level.
  • Support in conducting baseline & endline studies of GP clinics and private health facilities and KAP prior to the dissemination of interactive voice response calls to community members to measure the improvement in self-referrals for TB and COVID-19 after the campaign with the support of the project team.
  • Lead the process of coordination with the District TB Coordinator, field staff of TB Program Sub-Recipient in the assigned district, Private Healthcare Facilities, Private Labs and other stakeholders for effective implementation of the project.
  • Timely submission of monthly progress reports, weekly report and activity reports after endorsement from district health authorities/hospital administration/ healthcare providers.
  • Ensure complete and accurate documentation as per the Guidelines and timely submission to the country office.
  • Maintain chronological programmatic and financial records including activity photographs, attendance sheets, TA/DA sheets, bills/invoices and field monitoring reports etc. of all the field activities at the district level.
  • Submit programmatic and financial records of all field activities on monthly basis as per the Operational Guidelines and share with Project Assistants/supervisors to the country office.
  • Support and facilitate field visits from national, provincial and district level stakeholders.
  • Comply with all the Mercy Corps Policies for example Feld Procurement Policies and Procedure (FP3).
  • Any other task or responsibility as assigned by the Project Manager/supervisor.

  • Reports Directly to: Senior Program Officer.
  • Works Directly with: The Healthcare providers, Private hospital administration and in close coordination with Senior Program Officer WASH, Senior Program Officer RCCE and IPC, HR and Finance teams

Knowledge and Experience

  • Graduation in social sciences, development studies, financial management or any other relevant discipline.
  • At least 3 years of relevant work experience with health facility-based and community-based programs, and construction work of WASH activities, preferably 2 years with health and WASH programs.
  • Fluency in written and spoken English and Urdu.
  • Basic computer skills a must, including MS Word and Excel
  • Excellent communication skills are essential.
