General Position Summary:

The Security and Liaison Officer will guide staff on matters related to safety and security, including travel, office safety and security on a day-to-day basis. Furthermore, S/he liaises with Law Enforcement Agencies (LEAs), other stakeholders and the Punjab/KPK Home Department for processing NOCs. The Security and Liaison Officer will be responsible for the proper implementation of Standard Operating Procedures (SoPs) related to all staff travel and security protocols. S/he will assist in assessing the security situation in the areas of programmatic interventions and establish a network for collection of relevant information and support in assessing the risks associated in the areas of intervention.

Essential Job Responsibilities

Liaison with Government of Punjab and other stakeholders: 

  • Regular and need-based liaison with the government stakeholders and LEAs.
  • Support preparation and follow-up of NoC applications in coordination with other team members.
  • Inform Senior Manager Security & Government Liaison and relevant staff in Punjab about new government circulars and policies relevant to Mercy Corps operations.
  • Attend any meetings called by the Government of Punjab and KPK which are directly or indirectly related to Mercy Corps work in Punjab and KPK. 

 Travel Protocols and Tracking:

  • Advise and support review of the travel and security protocols for each location of operation areas.
  • Ensure implementation of approved travel protocols as well as SoPs.
  • Support our staff in Punjab on all necessary travel information (route, estimated time, weather, stopovers and safe locations, LEA’s check points etc.).
  • Maintain and update list of all phone numbers of LEAs necessary for staff safety and security in Mercy Corps areas of operations and travel route.
  • Ensure training and providing information to staff for safe movement during travel, and staff movements are recorded as per SoPs. 
  • Security Duties:
  • Assist in revision and ensuring implementation of security SOPs.
  • Regularly update on the security situation in the province.
  • Act as focal point in Punjab for reporting all security incidents related with staff and operations.
  • Prepare monthly duty roster for the (contracted) security guards, including guard leaves.
  • Maintain and update communication tree of staff in Punjab whenever there is a change.
  • Proactively obtain information about demonstrations and other roadblocks in Lahore and other main routes of Punjab and inform Senior Manager Security & Government Liaison and other relevant in the Punjab team.
  • Ensure all security equipment, security lights, CCTV cameras and fire extinguishers are maintained in appropriate working condition.
  • Visit field on a regular basis to assess security measures and suggest improvements, if any.
  • Ensure regular checking of ‘Office Locking Register’ and update head of office accordingly.
  • Ensure security orientation and essential safety and security training to all staff in Punjab and KPK 

  Reporting:

  • Maintain daily logs of all staff movement in Punjab and KPK
  • Report violations of travel SOPs to the Senior Manager Security & Government Liaison.
  • Compile information of all security related incidents.

Supervisory Responsibility Guards (provided by third parties) Accountability:

Reports Directly To: Manager (PIU), Technical reporting to Sr. Manager Security and Government liaison.

Works Directly With: Program team, Operations team, Manager PIU 

Knowledge and Experience:

  • Minimum BA/S from a recognized University
  • Minimum 3 years of experience in Security and Government Liaison preferably with NGOs.  
  • Experience of security management in emergency/disaster situations (including conflicts).
  • Clear understanding of matters related to safety and security and risk mitigation.
  • Good understanding of geographical, social and political context of Punjab and KPK
  • Fluency in English, Urdu and knowledge of local languages of Punjab and KPK
  • Computer skills in Microsoft Office applications
  • Excellent networking skills
