The purpose of a Facility Manager is to provide strategic and tactical leadership and direction for hospital medical services, ensuring excellence in patient care, clinical governance, and operational efficiency while maintaining liasion and collaboration with all clinical departments, relevant stakeholders and higher offices on one hand and quality and safety of healthcare and regulatory compliance with established standards and regulatory authorities on the other hand.

JOB RESPONSIBILITIES

  • Overall responsible for delivery of preventive, curative, rehabilitative and promotive health care from the hospital.
  • Conducts at least one round of hospital every day in order to meet the patients to ensure their satisfaction, find out their problems, see history sheets at random to check the standard of written clinical notes of doctors & compliance of nurses, provision of medical facilities, treatment accordingly and general cleanliness of hospital to ensure conformance to Minimum Service Delivery Standards.
  • Conducts at least one surprised round of hospital departments and support services in a week in order to ensure that they are doing their JOBs as prescribed and are helping/supporting the clinical services to be delivered in conformance to Minimum Service Delivery Standards.
  • Identifies the deficiencies in performance of the staff during visits and suggest corrective measures in consultation with relevant staff.
  • Adapts broader Policies/Protocols/SOP’s to meet local requirements/ conditions to make those specific and ensures that every employee is conversant with these for ease of functionality and conformance.
  • Ensures that procedures & protocols as amended from time to time and as given in MSDS and SOPs are complied with.
  • Holds regular meetings with clinical staff in order to keep in touch with their problems if any, and to have an appraisal of the services provided by them.
  • Reviews the hospital services regularly to know about defects and lapses and takes measures to improve these.
  • Keep a close eye on execution of the Facility Health Plan to improve health care system and its delivery.
  • Ensures regular maintenance / prompt repair of all the equipment of the hospital for keeping it in working order at all times.
  • Responsible for developing and smooth functioning of the health information management systems through proper and timely collection of statistics from all source points.
  • Reviews the hospital MIS reports and provide feedback to the concerned as appropriate.
  • Ensures submission of MIS reports of hospital as per laid down format & details
  • Responsible for recruitment of staff and their leaves
  • Submits the disciplinary cases to higher authorities
  • Issues Job Descriptions to each employee under their signatures and maintains that record.
  • Initiates the Objective Performance Evaluation Reports of the officers/officials. Countersigns the Objective Performance Evaluation Reports of officers/ officials initiated by the officers under his direct control.
  • Leads the Waste Disposal Committee to take care of the disposal of human tissues, other wastes etc. according to SOP’s.
  • Leads the Infection Control Committee to ensure actions according to SOP’s.
  • Prepares Disaster Plan and ensure its implementation through regular drills and revisions.
  • Ensures medical cover in emergency arising due to floods, heavy rains, epidemics or disaster situation like major accidents or earthquakes.
  • Responsible for redressing the grievances of the public by taking quick & appropriate decisions.
  • Participates in District quarterly meetings to share progress of the hospital and ensure any decision taken.
  • Participates as a member of district procurement committee for procurement of the supplies and medicines.
  • Ensure availability of all essential medicine and consumables in every department of the hospital
  • Monitors the allocation and distribution of supplies and medicines within the hospital.
  • Ensures appropriate training of concerned personnel to enable them to perform duties effectively as laid down in the objectives of the healthcare deliverance.
