Tasks to be performed;

  1. Provide assistance to the assigned District/s, for coordination, planning, implementation, monitoring and reporting of UNICEF supported humanitarian interventions for flood response in the assigned district.
  2. Work with other partners to achieve results-based partnerships.
  3. This includes  interventions related to  prevention,  promotion and essential curative health-care  including a combination of facility based, outreach and community/ home-based services that meet the commitment specified in UNICEF’s Core Commitment for Children (CCC); and designs plans to monitor, technical support  and report the  performance.
  4. Collects and analyzes data for the Situation Analysis, programme/project planning, management, and monitoring and evaluation purposes. Analyzes Humanitarian Response implementation reports and evaluates against established programme recommendations and plans of action. 
  5. Prepares tables, graphs and other statistical data for presentation and reports, Report’s outcome of analysis and proposes corrective actions.
  6. Attend District Level cluster/ TWG meetings and other coordination meetings, prepares notes, and undertakes follow-up action and coordination with counter parts and IPs on humanitarian   response   plans implementation.
  7. Conducts partners capacity mapping and develops and   implements plan to develop capacity of partners to deliver emergency Primary Health Care Services with focus on MNCH & Immunization.
  8. Support District Team to develop supply needs / plans, end user supply monitoring, and draft programme implementation & supply reports.
  9. Monitor Field activities and provide supportive supervision to the field staff, develop field monitoring reports with recommendations and actions for corrective measures under the guidance of Health Specialist.  
  10. Organize, coordinate, conduct and document reviews of UNICEF supported Emergency Health Program
  11. With the support of data assistant, supervise to keep a track of all UNICEF assisted supplies delivered to district, prepare an inventory, tally it with district records and follow up on distribution of those supplies.
  12. Collect information on use / distribution of those supplies at the end user level.
  13. Any Other Relevant Task as per advice of supervisor

 Payments are Deliverable based.

Qualifications and Experience required for Consultant Emergency Health Officers

An advanced university degree (Master’s or higher) in public health or allied disciplines will be preferred. Candidates having medical degree will be preferred.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.A minimum of 03 years of relevant professional experience in public health humanitarian work

  • Developing countries work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience conducting, managing and designing field work and data collection for research projects.
  • Fluency in English is required. Knowledge of local languages is an asset
  • Excellent written English communication skills, with focus on quantitative data analysis and descriptive reports for diverse audience will be an asset.
  • Exceptional organizational skills, ability to facilitate communication between various levels of management and partners  and work independently in order to meet deadlines

Payment will be linked to deliverables as per the TOR / LTA. Separate invoicing will be done after the completion of each deliverable. 

Consultants shall be entitled to a monthly leave of 1.5 days.
