Tasks to be Performed:

  • To support revitalization of the SUN networks in Punjab province (CSO, Donor, Business, Research and Academia, and Parliamentarian networks). Provide technical and operational support for reviewing, drafting and implementation of SUN strategies and operational plans of provincial SUN CSA & SUNAR networks, Parliamentarian and Business Networks.
  • To lead on Progress reviews and Tracking of nutrition-specific and nutrition-sensitive interventions delivered at the provincial and sub-provincial levels
  • To review, formulate and restructure the Annual Development Plans (ADP) pertaining to Nutrition (Specific & Sensitive) interventions in Punjab. To monitor and evaluate the schemes in order to review programmatic and financial progress.
  • To review, analyze and recommend allocation, re-appropriation of funds and reconciliation of
  • development budgets with the line departments and finance department of Punjab. Advocate for an increase in resources where need arise, prepare the required documents to address the financial and technical gaps.
  • To conduct technical appraisal of projects/development schemes prepared for implementation in related sectors of Punjab.
  • To prepare working papers for PDWP, ensure quarterly reviews of ADP and prepare and facilitate nutrition meetings and workshops to be chaired by Member/Secretary P&DB, participate and contribute in subjects related to nutrition in DSC, Pre-PDWP, PDWP, donor missions and other meetings related to nutrition interventions in Punjab.
  • To strengthen the multi-sectoral, multi stakeholder and SUN Networks’ coordination to avoid duplication of effort and build synergies for nutrition actions
  • To plan and support Provincial level advocacy campaign about malnutrition. Also supporting evidence informed Advocacy on Priority Nutrition topics to parliamentarians, decision makers, Civil Society stakeholders, medical professionals and other opinion leaders of the society to gather support for multi-sectoral nutrition programs
  • To prepare briefs/comments on the working papers for ECNEC, CDWP and other inter-provincial steering committee meetings attended by Minister/Chairman P&D Board/Secretary/Member P&D Board, and also to prepare the minutes of these meetings. Circulate the relevant documents in a timely manner.
  • Provide technical and operational support for the revision and strengthening of MSNS and roll-out of the provincial stunting reduction implementation plan.
  • To support the MSNC with its core roles including Research Organization, Synthesis & Analysis for multi-sectoral nutrition programs
  • Strengthen mechanism for information management and knowledge sharing amongst multi-stakeholder platform. To support Collection and assessment of scalability of best practice and lessons learned through programmes and projects regular reviews
  • To support the finalization and endorsement of MSN communication/SBCC strategy and to use SUN networks for operationalization of this strategy and support provincial and district level communication campaign for MSNS programs. To establish and follow up on work plan implementation.
  • Support district malnutrition addressing committee for development of district level operational plans in line with the multi-sectoral nutrition PC 1
  • To Liaise with the federal SUN Secretariat and other relevant national nutrition platforms to strengthen coordination for multi-sectoral nutrition programs
  • To Coordinate and ensure inter-sectoral collaboration with the related departments, international organization, donors, UN agencies and implementing partners.

  Qualifications & Experience:

  • MSc in Health Policy & Management, Public Health, Masters/MPhil Nutrition, MBBSfrom recognized university with the in-depth knowledge and working experience of Nutrition.
  • Minimum experience of 4 years after Masters, or 6 years after MBBS/Bachelors. Preference will be given to candidate with good experience in the managing Public Health/Nutrition/Developmental Programs. Work Experience with multi-sectoral nutrition/nutrition sensitive programs/projects, and work experience with nutrition programs in both private and public sector will be preferred. Experience at senior management level and have good command on managing nutrition systems, having knowledge of secretariat rules & instructions will be preferred.
  • Proven experience in managing multi-stakeholder and multi-sectoral working groups in national and/or sub-national settings.
  • Proven Experience in strengthening the capacity of ministries/ governments/ other partners in being able to sustain interventions.
  • Strong skills in facilitation, project management and tracking outcomes.
  • Excellent command of written and spoken English with good command over communication, report writing and analytical skills. Strong command in coordinating, networking and working with people of different interest groups and backgrounds.
  • Monitoring & evaluation of nutrition specific and sensitive programs and projects, publications and presentation of papers/attendance of international and national conferences and seminars in the relevant field.
  • Experience in working with multi-donor organizations, civil society networks, UN agencies, government and academic/ research institutions.
  • Experience of working in a multi-cultural environment shall be considered an asset.

  Functional Competencies:

  • Expertise in Monitoring and evaluation of Nutrition based multisector Projects.
  • Experience in facilitation, project management and tracking outcomes.

  Language: Fluency in English required.
