Specific Duties

1.     Ensure the project’s compliance with environmental, health and safety regulations, including those set by  OSHAS, project Lenders and the Government of AJK and be responsible for the implementation of the Environmental and Social Action Plan (ESAP)

2.     Oversee the E&S performance of the Operations Contractor and assist same in improving their ESHS performance, when necessary i.e. Conduct on-site environmental and safety inspections on at least a quarterly basis to monitor the environmental and OSHA performance of the project’s Operations Contractor, identify corrective actions, and carry out follow-up assessments.

3.     Prepare and submit project permit applications and renewals to the relevant AJK authorities as required.

4.     Engage with project stakeholders on a regular basis to provide information on project performance.

5.     Liaise on a quarterly basis with the various agencies responsible for implementation of the project’s commitments to the regional Biodiversity Action Plan and Sediment Mining Plan and report outcomes to MPL management.

6.     Monitor and support the implementation of MPL’s Corporate Social Responsibility commitments and livelihood restoration commitments for the project affected people.

7.     Monitor Operations Contractor, subcontractors and service providers’ compliance with relevant MIGA and Lenders requirements on labor and working conditions as well as compliance with national labor laws and internationally recognized core labor standards;

8.     Liaise with the project’s Operations Contractor, Owner’s Engineer, LTA, third party E&S monitoring consultants, and any construction contractors, subcontractors to ensure the effectiveness of the project’s emergency preparedness and response plan, and monitor implementation of BAP, CSR activities and any other corrective measures in coordination with all relevant external agencies.

9.     Supporting/leading incident and grievance investigations as per project procedure and report to all concerned. Follow up and review the corrective and preventive action taken, and close-out the incidences and grievances.

10.  Ensure that all internal as well as external incidents and complaints are appropriately resolved with all applicable forms and records duly filled and maintained

11.  Oversee the conduct of studies and preparation of plans, review and update (if necessary) the applicable Environmental and Social Management Plans during operations stage of the project.

12.  Carry out ESHS management training and capacity building; including ESMS implementation training.

13.  Prepare monthly, quarterly and annual reporting to MPL management and to Lenders to ensure the appropriate recording of activities at project site regarding his/her responsibilities

Additional Qualifications

Applicant should have demonstrated experience in one or more of the following areas:

  • Monitoring and supporting the implementation of best practice environmental, social, health and safety policies, plans and procedures.
  • Engaging with local communities affected by project activities and providing timely information on matters that affect them.
  • Inspection and compliance monitoring and reporting.
  • Familiarity with IFC Environmental and Social Performance Standards or similar international standards and guidelines and assisting the project to understand and operate in accordance with the IFC PS, MIGA and other Lenders’ policies and requirements.
