Z.M.K. & Co. is inviting applications for the position of Monitoring & Evaluation (M&E) Officer to support the UNDP Pakistan’s “Rights-Based Community Stabilization Project” in District Khyber. This contractual role offers a monthly salary of PKR 150,000 and requires a minimum of three years of relevant experience. The project aims to assist vulnerable and at-risk youth through skills development, psychosocial support, and community-based initiatives to promote their disengagement and reintegration. The M&E Officer will be responsible for leading all monitoring, evaluation, reporting, and learning activities within the district to ensure the effective implementation of the project.
Key Responsibilities
Developing and maintaining the project’s M&E plan, including the formulation of indicators and data collection tools, will be a primary task. The officer will establish baselines, benchmarks, and robust data collection systems to track progress accurately. Designing and managing surveys, focus group discussions (FGDs), interview guides, and monitoring checklists are essential duties. The role requires training and mentoring field staff in both qualitative and quantitative data collection methods to ensure high-quality data.
Conducting regular monitoring visits and supervising FGDs to guarantee data quality and inclusivity will be part of the responsibilities. Managing the project database, including timely data entry, cleaning, and validation, is critical. The M&E Officer will produce detailed monthly, quarterly, and annual reports, providing statistical and qualitative inputs for donor and departmental reporting. Documenting lessons learned, best practices, and beneficiary success stories will support knowledge sharing.
Supporting baseline, midline, and endline evaluations and facilitating participatory review sessions are key to measuring project impact. The officer will establish and manage beneficiary feedback and complaint mechanisms to enhance accountability. Ensuring that evaluation findings are integrated into project planning and decision-making processes is vital. Additionally, delivering M&E-related training to project staff and partners, supporting the integration of gender-sensitive and inclusive indicators, and performing any other tasks assigned by the Social Welfare Department and UNDP are expected.
Required Qualifications
Candidates must hold a Master’s degree in Social Sciences, Business, Management, Development Studies, Statistics, or related fields. Alternatively, a Bachelor’s degree with an additional two years of relevant experience will be considered. A minimum of three years of professional experience in community stabilization, peacebuilding, youth engagement, project implementation, monitoring and evaluation, and report writing is required.
Proven expertise in designing M&E frameworks, developing indicators, tools, and reporting systems is essential. Experience in conducting baseline, midline, and endline evaluations, FGDs, and participatory assessments is necessary. Familiarity with conflict-affected or merged districts and working with vulnerable communities is highly valued. The candidate should have experience in training and supervising staff on data collection, FGDs, and reporting.
Strong analytical and statistical skills are required, along with excellent writing and presentation abilities in English. Proficiency in Pashto and Urdu communication is important. Candidates must be proficient in MS Office applications.
Preferred Qualifications and Benefits
Specialized training in M&E, research, or project management will be considered an advantage. Knowledge of digital data collection platforms such as KoboToolbox, ODK, or CommCare is preferred. Experience with data analysis software including SPSS, STATA, or Power BI is a plus.
The ability to work effectively under pressure and manage multiple deadlines is important. A strong commitment to transparency, accountability, and inclusion is expected. Familiarity with data visualization tools will be beneficial.
