Purpose of the Post:

  • The main purpose of the position is to lead the Humanitarian Department. The job incumbent will report to the Country Director for his/her role and responsibilities.

Main Responsibilities

  • Maintain and store all records in line with MA document management and IT policies.
  • Comply with all policies, procedures, legal and regulatory requirements.

  • Any other duties commensurate with the accountabilities of the post.

Major Responsibilities:

Strategic Development & Leadership

  • To provide leadership in preparing overall humanitarian strategy of Muslim Aid
  • To contribute for enhancing the capacity of MAP Humanitarian department in order to achieve the goals that is set in Muslim Aid humanitarian country wide strategy
  • Oversee the preparation and implementation of a country wide humanitarian plan by ensuring resources and leadership

Management of Humanitarian Response & Preparedness Work

  • Operationally manage humanitarian programmes across Pakistan and to ensure that they are in line with strategic priorities
  • Ensure Emergency Response Policies and Procedures are followed for each emergency response and kept up to date
  • Closely monitor the performance and progress of the humanitarian team and to ensure that all corrective measures are taken well in time in order to achieve the humanitarian objectives
  • Ensure that grant making takes place within agreed procedures, including project funding agreements in coordination with PLQ. However HOH will mainly focus on the execution of humanitarian programmes as per the standard requirements of projects/programmes
  • Ensure the appropriate inclusion of humanitarian work in Country Policy and Strategy papers and annual Country Programme
  • Ensure Country Level Emergency Preparedness Plans(CLEPPs) are in place and updated on a regular basis
  • To maintain a responsive capacity for unplanned emergency responses.
  • To ensure that all aspects of the disaster cycle including mitigation, preparedness and response are addressed in humanitarian programmes
  • To ensure best practice in all humanitarian programmes including the adherence to internationally agreed standards in all humanitarian programmes

Line Management of Humanitarian Staff

  • Line manage the Emergency Managers
  • To manage and monitor the interdepartmental affairs, workflow of assignments and flow of information at right time to the right person
  • To provide feedback to the colleagues and subordinates that can potentially improve their effectiveness and contribution
  • Implement a systematic and consistent approach to managing the performance of staff to ensure quality and effectiveness of overall performance

Contributing to the Departmental and Organizations Policy Making & Profiling

  • Assist in shaping, monitoring, communicating and overseeing the implementation of the departmental and corporate goals.
  • Develop policies and procedures for smooth operation of emergency programmes and the department as and when required
  • Contribute to the strategic planning process of the division and the country programme
  • To promote and support the humanitarian department’s commitment to inter-agency coordination by networking with UN clusters, INGOs, NGOs, government and other networks and stakeholders, keeping in view the objectives of programme expansion in the humanitarian stream

Other

  • To play an active part in cross organisational working/thematic groups
  • To comply with any policies and procedures that may be issued by Muslim Aid
  • The post will require frequent travel
  • To be responsible for the administration related to the above tasks directly or by supervising others
  • To provide cover for the Supervisor as and when required

Qualification(s)

  • Master Degree in Social Sciences or equivalent 

Experience

  • Minimum 07 to 10 years of relevant Experience on same nature of role/job in Development Sector, donor funding management 
  • Field experience of at least 05 years.
  • Experience/understanding of humanitarian, development and campaigning work

Knowledge

  • Have knowledge and experience of working in Humanitarian sector with field experience
  • Experience in training and building the capacity of others.
  • Ability to live and work well with others in a team situation.
  • Strong administrative skills and ability to effectively use technology and follow departmental procedures.

  • Ability to produce clear and timely written communications in the form of proposals and reports. 
  • Research and analytical skills, numeracy, budgetary and financial reporting skills.

IT skills:

  • knowledge and experience of MS Office packages (Word, Excel and PowerPoint) essential.
