PURPOSE OF THE POST

The Programme Development and Institutional Funding Coordinator will work closely with the Head of Programme Quality and Development, Head of Programmes, technical leads and Provincial Leads to ensure programme development and quality of the programmes. The position holder will lead the process of proposal development and support the Office’s efforts at donor liaison in Pakistan as well as HQ-level communications to grow and develop Muslim Aid programmes in Pakistan. He/she shall support the Country Office in representing the organization in donor, governmental, cluster and NGO meetings, consultations with relevant programme and operation teams and other stakeholders within Muslim Aid in country and in the HQ as necessary. He/she shall support project design and development of programmes ensuring high level of project design standards. In addition, the position holder shall focus on quality implementation of project following project management standards.

RESPONSIBILITIES

Country funding and Strategy

·         Support the Country Director (CD) in providing leadership and strategic direction for the design of Country office strategic frameworks and plans, including the development of a country office resource mobilization strategy including donor engagement and funding plans and position papers to optimize the impact of large and complex programming interventions in line with Muslim Aid organizational strategic priorities.

·         Lead and support the Country Office team on the development and maintenance of a pipeline and funding plan in line with the country and international strategy to ensure sufficient funds are generated to underpin on-going activities and ensure the diversification of funding and sustainability of the country office with appropriate funding.

·         Support capacity development of partner organizations on resource mobilization and develop their linkages with donors/potential funding opportunities.

Donor Management and representation

  • Design and update a donor mapping and database and develop donor engagement strategies for prioritised institutional donors (such as EU/ECHO, DFID, UN) to cultivate, maintain and develop strategic relationships with potential and existing donors, agencies, business contacts and other I/NGO partners to advance Muslim Aid’s new programme development and raise our profile.
  • Act as focal person in the Country Office for coordination and communication with donors for sending appropriate and timely reports and updates, meetings and forums, following up of queries, information requests, informal reporting, and progress updates.
  • Follow and closely monitor funding trends, policies and positions from new and existing donors.
  • Lead on researching and identifying funding opportunities from new and existing donors by monitoring calls for proposals and funding updates, for solicited and unsolicited opportunities.

·         Disseminate information and research on donors to increase awareness and knowledge and build capacity for in-country funding opportunities.

·         Provide training and orientation to staff on donor requirements, expected outcomes and Muslim Aid’s internal procedures regarding external funding.

  • Organize events for partnership building with donors, stakeholders, NGOs and potential partners and conduct fundraising activities for Muslim Aid developmental activities, programmes and related priorities.
  • Attend cluster and other meetings with donors and represent Muslim Aid and support other staff who attend such meetings on behalf of Muslim Aid.
  • Be cognisant of advocacy opportunities and, following internal discussions, to develop these as appropriate through the media, government, the UN, international agencies, donors and diplomatic missions.

Programme development and grant management

·         Lead on the development of concept notes, proposals and situation analyses – coordinating the development process with all relevant departments, including designing logical frameworks, setting realistic and measurable targets, and developing narrative proposals & budgets.

·         Lead and coordinate the development, quality control and submission of quality reports (narrative and financial) and project amendments as required to donors, clusters and internal reporting by following Muslim Aid processes and liaising with the Country Office Programmes Team and all functional departments for submission to donors and respective stakeholders.

  • Work closely with Project Coordinators and ensure quality implementation of Muslim Aid projects providing support and coordinating with the programme and other relevant functional departments to ensure quality grant management and regular monitoring of all donor projects and in accordance with donor compliance.
  • Work closely with MEAL Coordinator and ensure that each project has a MEAL framework. Also, ensure that Project Coordinators are continuously reviewing MEAL data to make informed decisions for achieving the project targets

·         Ensure that the Project Tracker/Funding Grid is updated regularly and shared with management and relevant teams in the Country Office.

·         Systematically develop the capacity of programme staff on project development and management standards by providing trainings on project design, development, implementation and budget management, the preparation of donor proposals and reports, budgets, recording and charging of expenditures, management of budgets etc.

  • Develop success stories for the programmes and share with HQ and other stakeholders to illustrate impact of the programming.
  • Develop and design communication materials, including sector profiles, impact reports, programme briefings and information updates as required for internal and external use.

·         Required to travel to project locations and field offices as and when required.

·         To maintain constructive, purposeful, trust based and sincere relations with all colleagues working above or under whether directly or indirectly associated.

  • To update management and other concerned with any development, internal or external, which can be of help to improve quality, provide better services and effective working.
  • To participate in all meetings, committees, forums, projects and assignments as required and expected.
  • Ensure Muslim Aid is compliant with Core Humanitarian Standards, Sphere Standards, etc.
  • Comply with all policies, procedures, legal and regulatory requirements.

REQUIRED SKILLS AND EXPERIENCE

  • Ability to represent Muslim Aid to international donors, government officials, local groups and community members is essential.
  • Communication and presentation skills, for example; ability to represent Muslim Aid in meetings with donors effectively and ability to engage with private businesses and the corporate sector.
  • Have knowledge and experience of working with institutional donors such as ECHO, EU, UN, USAID, and DFID etc.
  • Experience/understanding of humanitarian, development and campaigning work.
  • Ability to produce clear and timely written communications in the form of proposals and reports.
  • Research and analytical skills, numeracy, budgetary and financial reporting skills.
  • Ability to take initiative and effectively manage own time.
  • Ability to manage a multitask workload and be flexible to altering priorities in order to respond to changing demands.
  • Experience in training and building the capacity of others.
  • Ability to live and work well with others in a team situation.
  • Strong administrative skills and ability to effectively use technology and follow departmental procedures.
  • IT skills: knowledge and experience of MS Office packages (Word, Excel and PowerPoint) essential.
  • Demonstrate a commitment to gender and diversity issues.
