Job Description

  • Plan and review the procurement and inventory management activities and suggest improvements the management for review and approval.;
  • Update the management on procurement and inventory management matters on a regular basis to ensure timely project implementation.
  • Communicate, coordinate with Sub-Recipients regarding all procurement and inventory related matters, and review and report on these functions of SRs to SPOEXECUTIVE DIRECTOR/ GF.;
  • Carry out all procurement and inventory management activities according to the Project Procurement Plan and in line with Global Fund procurement and inventory management rules and guidelines. These activities would include, but would not be limited to the following:
  • Prepare and review technical specifications, refine Terms of Reference (TORs) and prepare Request for Proposals (RFP) for procurement of services. Further, prepare bidding documents, contracts and evaluation reports for procurement of goods, including health products.
  • Manage the complete procurement cycle, including advertising process for procurement, bid receipt and bid opening in strict accordance with GF regulations and agreed procurement procedures.
  • Design/ update and manage the overall procurement and inventory management record and filing system, including:
  • Updated drugs inventory positions at Federal and regional levels.;
  • Recording, coding and assigning of non-health inventory, periodic stock-takes and update of inventory record.;
  • Recording and reporting costs, quality and performance of various goods/ service providers etc.
  • To arrange for logistics and distribution of supplies / items procured under Global Fund Grant(s) to selected Sub-Recipients in selected cities.
  • Develop and execute measurement tools to accurately gauge vendor’s performance (quality, delivery times etc. and communicate findings to the management.
  • Participate in contract finalization, discussions with vendors, recommending payments after verification of contract performance etc.
  • Preparation of draft procurement contracts for review with the management
  • Assist with other project management responsibilities as identified by the Senior Program Manager during the course of project implementation
  • Participate in project meetings and PSM related training courses when needed and necessary
  • If and when required assist in training of other agencies in procurement planning.
