Established in 1951 and active in Pakistan since 1981, the International Organization for Migration (IOM) is a leading inter-governmental organization dedicated to promoting humane and orderly migration. Working closely with governments, inter-governmental bodies, and NGOs, IOM offers services and advice to both governments and migrants. In Pakistan, IOM supports the government in managing migration dynamics, protecting vulnerable migrants, and enhancing international cooperation on migration policy, research, and practice. The Migration Management Division (MMD) implements projects to strengthen government capacities in migration and border governance, labour mobility, and combating trafficking and smuggling of migrants through assessments, infrastructure development, technical support, and capacity-building initiatives.

Key Responsibilities
- Coordinate projects and activities assigned by the Senior Programme Manager, including planning, implementation, budgeting, monitoring, evaluation, visibility, and reporting.
- Collaborate with the National Programme Development & Reporting Officer to draft concept notes and project proposals based on inputs from the Senior Programme Manager and MMD staff.
- Lead and supervise staff and consultants in programme development, implementation, visibility, reporting, and monitoring and evaluation.
- Analyze programme delivery and recommend strategic and operational improvements aligned with MMD’s vision and key performance indicators.
- Establish and maintain professional relationships with governmental authorities, donors, UN agencies, NGOs, private sector, and civil society organizations to coordinate and promote programme activities.
- Prepare and deliver presentations at conferences, workshops, trainings, and other strategic events related to MMD activities.
- Participate in strategic and operational meetings with internal and external stakeholders.
- Act as Officer in Charge in the absence of the Senior Programme Manager, overseeing day-to-day management, supervision, delegation of authority, and representation of the Migration Management programme.
- Coordinate preparation of briefing notes, talking points, presentations, and other materials for senior management in collaboration with the National Programme Development & Reporting Officer.
- Perform other duties as assigned by the direct supervisor.

Required Qualifications
- Bachelor’s degree from an accredited institution, preferably in migration, international relations, security, development, humanitarian studies, or a related field, with at least two years of relevant professional experience.
- Experience in programme or project management related to migration management, border governance, labour mobility, development, or humanitarian sectors.
- Extensive experience liaising with national governmental and non-governmental authorities as well as international organizations.
- Strong understanding of migration issues from both operational and policy perspectives.
- Familiarity with financial and business administration within IOM or similar organizations.
- Analytical and problem-solving skills with the ability to identify and resolve issues effectively.
- Proven experience drafting project documents such as concept notes, proposals, reports, briefing notes, presentations, and communication materials.
- Experience working with UN agencies or international organizations; prior experience with IOM and knowledge of its protocols is an asset.
- Fluency in Urdu and English (oral and written) is required; language proficiency will be assessed during the selection process.

- Internationally recognized project management certification is a distinct advantage.
- Strong communication, coordination, organizational, and multitasking skills with minimal supervision.
- Ability to work effectively in culturally diverse teams and deliver quality work within deadlines.

Appointment is subject to funding confirmation, medical fitness, residency, visa, and government authorizations where applicable. IOM enforces a strict zero-tolerance policy against misconduct, including sexual exploitation, abuse, harassment, and discrimination. National Professional Officers must be nationals of the country of employment and meet professional standards equivalent to international staff.
