Assistant Manager IT Networking

To support the development and implementation of Noor Care’s IT strategy, and to ensure the provision of all IT services (hardware, software & security) and ongoing support across all Inpatient and outpatients facilities and the corporate office.

KEY ACCOUNTABILITIES & RESPONSIBILITIES

• Support the development and implementation of a robust IT strategy/plan to comprehensively addresses the IT needs of NoorCare’s network of healthcare facilities and the corporate office which including but not limited to hardware, software, network security requirements
•  Support the development, implementation maintenance of IT and telecommunications infrastructure across NoorCare healthcare facilities and the corporate office to ensure uninterrupted day-to-day operations
•  Support the development and implementation of IT governance processes, policies and procedures for the purpose of safe and efficient provision of a centralised IT service across NoorCare operations
•  Establish robust security measures and back-up procedures to ensure all data is safeguarded from any data breach, malicious cyber-attacks, unauthorized access etc.
•  Work with both operational and corporate departments to determine IT requirements, define technical specifications, develop request for proposals
•  Source proposals, conduct technical evaluations and make recommendation for the selection of 3rd party vendors whilst ensuring adherence to the Company’s procurement policies and procedures 
•  Project manage the end-to-end project cycle for all IT related projects (development & implementation projects) and ensure all projects are managed in accordance with a robust project management methodology in line with the approved budgets, agreed timelines and expected quality standards
•  Develop detailed project plans, identify project risks, develop mitigation plans for all IT related projects and ensure all project related documentation is maintained in line with the Company’s document management systems
•  Review and evaluate impact of all project change requests (changes to scope of work, timelines, budget resources etc) seek management approvals and ensure all approved changes are managed in accordance with a robust project management methodology
•  Track and monitor project progress against plan, manage 3rd party performance and prepare management reports on actuals vs planned
•  Establish and maintain relationships with internal clients and 3rd party vendors, and act as the conduit between internal and external stakeholders to support the smooth execution of all IT related projects
•  Continually identify and pursue opportunities to drive efficiencies though digitization and automation of business processes
•  Stay abreast of IT developments in the Healthcare industry
• Set and communicate performance expectations to team members and provide coaching to the team to address development areas that will enhance individual and team performance

MINIMUM QUALIFICATIONS & EXPERIENCE

• Bachelor’s degree in IT from a reputable and accredited university. Masters / MBA preferred
•  Minimum 7 years of experience in IT with at least 5 years’ experience in handling selection and implementation of software/hardware solutions in the healthcare industry (inpatient/outpatient) 
•  In depth understanding of IT landscape in the healthcare industry in Pakistan
•  Understanding of regulatory frameworks
• Proven experience in managing a small team

SPECIAL REQUIREMENTS

• Project Management Professional (PMP) / PRINCE II certification is preferred
•  Exceptional technical knowledge and willingness to remain up to date with industry developments

The job holder must hold a valid driver’s licence and be able to travel to Noor Care locations in central Punjab & Southern Punjab.
