Team and Job Purpose                                                    

  • To lead and develop Governance and Fragility Programme of Oxfam in Pakistan. Work through integrated approach with other country teams, using research, learning and programme development and campaigning work, engaging diversified stakeholders and building alliances to achieve results.
  • To provide strategic technical advice to country teams and partners on Fragility and Governance in the development of country plans, innovative programme development and delivery of quality programme.
  • In consultation with the technical advisors across multiple affiliates, design new projects and mainstream governance and fragility across country programmes
  • To implement the two projects under Strategic Partnerships (SP) Programme funded by Ministry of Foreign affairs – Netherlands. The two SP projects are: (a) Finance for Development:  The overall goal of this projects is: More women, youth and other citizens’ benefit from just/ fair fiscal system which is not politically captured, resulted in tackling extreme inequality and allocation/ spending of more funds for essential services i.e., education, health & social protection. (b) Governance and Fragility: The overall goal of this project is: The basic rights of marginalized groups, in particular women, affected by structural discrimination and exclusive practices and policies related to water governance are respected by local provincial and national duty bearers and human security is improved.
  • The Manager will ensure quality implementation of the project activities, as well as management of the team and implementing partners. The position holder is expected to provide strategic and operational guidance to the partners for smooth implementation of the project and achieving the required results in stipulated time frame and budgeted resources

Key Responsibilities and Accountabilities

  •   Lead the development and implementation of Oxfam’s Governance and Fragility strategy and programme.
  • To develop and manage a strong research and influencing agenda that will support the programme, campaigns and policy advocacy.
  •   Design and lead programme Campaigns. Contribute to development and delivery of Oxfam’s policies and advocacy strategies in line with campaign priorities at national and global levels.
  • Actively gathers learnings, builds partnerships and works closely with other Oxfam Affiliates to facilitate cross-learning and deepen innovation.
  • Develop and Implement quality programmes that integrate governance & Fragility, build capacity of partners and teams on the theme.
  •  Provide critical inputs and advice around conflict and fragility to funding proposals, bids and programme designs.
  • Lead in fundraising activities, in consultation with the Funding team, through the development of fundable concept notes at all levels and by developing donor proposals, budget submissions and other necessary activities to secure funding for programme activities.
  • Meets with donors to generate interest in funding for the Programme.
  •  Preparation and supervision of work plans, budgets and resource allocations, Monitoring and review of the project related work.
  •  Managing partnering relationships in the light of Oxfam's partnership approach following procedural requirements, Ensuring application of grant conditions and guidelines.
  • The other project related routine tasks may include preparation and supervision of quality narrative reports, approving of financial reports, answering questions/queries from donors, affiliates and other stakeholders.
  • Establish strong linkages with Civil Society networks across Pakistan as well as leading academic institutions and think tanks focusing on fragility and governance issues.
  • Engaging in external networking in Pakistan related to governance and fragility to enable Oxfam to influence key stakeholders and ensure Oxfam benefits from others’ learning.

  • With external donors on potential new business development to explore specific Governance and Fragility component and highlight/strengthen Oxfam’s work  in the domain

Technical Skills, Experience & Knowledge

Essential

  • Masters degree in international relations and/or politics or other relevant academic qualifications, preferably in international development, economics, politics, sociology or humanities.
  • Good knowledge and at least seven to ten years’ experience of implementation of Governance and Fragility programmes.
  • Technical knowledge on Governance and Fragility programme specific frameworks and tools.
  • Understanding of the specific demands and sensitivities for multi-mandate development and relief organisations in fragile country contexts gained through direct experience.
  • Good understanding of programme accountability issues (challenges and opportunities) and experience in approaches and strategies to mitigate these
  • Proven ability to lead and work effectively with others as well as independently to achieve results
  • Excellent communication and interpersonal skills. Well-developed ability to motivate and persuade at various levels
  • Excellent analytical and critical thinking ability specifically in relation to fragile contexts
  • Good knowledge of and experience with managing donor funded projects with strong financial management skills and experience of project budgeting and budget monitoring.
  • Proven analytical and conceptual thinking, project management knowledge and skills and experience in using participatory tools and methodologies for assessment, implementation, monitoring and evaluation.
  • Team player, self-motivated, ability to work with little supervision
  • Understanding and experience of mitigating a range of risks
  • Proven ability to communicate easily and readily verbally and in written form
  • Good self-awareness
  • Fluent written and spoken English
