Team and Job Purpose:

The Legal and Justice System in Pakistan has over the years faced and continues to face challenges. As a result of these many citizens of Pakistan feel either unable to or unwilling to use the justice system to address their needs due to a range of complex reasons.

Keeping this in view and based on expressed and felt needs, the consortium in Pakistan, containing Oxfam and Saferworld, designed this programme which seeks to harness the potential of a recently established semi-formal form of justice in Pakistan, in order to create inclusive, accessible and participatory means to pursue justice through a mechanism that commands widespread support. Doing so will contribute towards making a wider contribution to the growth of rule of law in the peaceful democratic development of Pakistan. The programme has a budget of 5 million Euros for 5 years and is meant to commence in November 2016 (subject to donor approval).  This programme is based on a consortium with Saferworld led by Oxfam.

Programme Officer Media and Advocacy will build linkages and influence key local and national decision makers on relevant policies, with the aim to contribute to the implementation and achievement of results under the Access to Justice Programme.

Key Responsibilities and Accountabilities

  • Coordinates the design, planning and implementation of the Access to Justice Advocacy strategy in Pakistan. Develops policy propositions and advocacy strategies with the aim to achieve the results on the ground.
  • Advocates policy change by key government, company and/or international public institution decision makers either in direct exchanges with them or indirectly via partners and the media.
  • Supports strategies, such as community level programs, research and public campaigning where suitable that increase the chance of achieving the advocated policy change.
  • Involves partners in developing the advocacy strategy and helps strengthen their capacity to carry out advocacy/campaigning work and participate in the events.
  • Keeps well informed of  the policy context within Pakistan and the region and the respective views and positions  of key actors in Pakistan;
  • Facilitates data gathering, research, analysis for the Oxfam advocacy/campaigning agenda;
  • Contributes to the monitoring and evaluation of Oxfam advocacy/campaigning work.
  • To proactively identify, meet, establish and cultivate relationships with key media and other relevant external contacts, and compile and maintain contacts and general data bases;
  • To facilitate the ability of Oxfam counterparts in general and program specific partners in particular to work effectively with the media, by organizing capacity building and information sharing;
  • In coordination with Monitoring & Learning Officer seek effective linkage between knowledge management and communication material to reflect Oxfam’s work on Access to Justice.
  • Devise communication and advocacy strategy on the programme.
  • To ensure handling and publicizing information in sensitive manner;

Technical Skills, Experience & Knowledge

Essential

  • Masters degree from recognised university with 5 years or more practical experiences in a discipline relevant to the specific theme.
  • Demonstrable recent and substantial work experience with civil society sector in Pakistan and/or South Asia. Preferably work experience in an international (development) organisation.
  • Expertise in dealing with sensitive topics.
  • Ability to represent at local & National forums (including but not limited to media etc).
  • Have published article/blogs in media.
  • Able to operate within a conceptual flexible environment at strategic level.
  • Strong analytical, innovative and planning skills.
  • Excellent interpersonal communication skills able to motivate and inspire people with a coaching leadership style.
  • Ability to work under tight deadlines, manage multiple tasks simultaneously
  • Excellent communication skills in English, and willingness to learn local language(s).
  • Willingness to travel when required.
  • Commitment to the aims, objectives and core values of Oxfam,
  • Potential and flexibility of attitude to learn.
