Job Description

The Sindh Education through Non-State Actors (SENSA) programme is a DFID funded programme that is in its current phase funding two national non-governmental organisations (NGOs) – BRAC, and the Family Educational Services Foundation (FESF) – to provide a full cycle of quality primary education to the poorest children in Sindh. The programme continues until end September 2020.

DFID has contracted Oxford Policy Management (OPM) to provide monthly monitoring of students, quality assurance and technical advisory services.

The following terms of reference (TORs) outlines what is expected contribution from the Team Leader

A.   Lead the effective implementation of the overall project

  • Manage the relationship with INGOs and maintain regular contact to provide effective technical assistance
  • Engage with DFID regularly and facilitate their field visits
  • Create effective liaison between the different counterparts (INGOs, DFID, OPM, field teams)
  • Engage with government counter parts as and when needed (develop transition strategy and help develop buy-in from the government). Support INGOs and government to put in place effective measures to increase opportunities for students to transition to an appropriate next stage.
  • Ensure and support timely completion of all contracted activities under SENSA and have ownership of the Logframe.
  • Develop detailed quarterly and annual workplans and ensure activities are completed as planned and then reported
  • Implement an effective risk management plan to deliver SENSA and will be responsible for implementing and supporting INGOs to implement risk mitigation strategies. Update DFID quarterly on key risks and mitigating actions in the risk management plan.
  • Draft and be the lead writer for monthly, quarterly and annual reports. Provide input, draft contents and ensure coherence for all other reports made under SENSA.
  • Effectively foster and manage Sindh-level relationships with the NGOs, and interaction and coordination with other key stakeholders (government, Sindh Education Foundation, private organisations, JICA, ADB, UNICEF etc.), to improve the quality of the programme, share lessons about non-state education delivery, and create linkages for NGOs
  • Support financial analysis of the project through Value for Money (VFM) assessment

B.   Lead the monthly monitoring work steam on a regular basis

  • Oversee the monthly monitoring exercise to ensuring timely completion of fieldwork
  • Ensure the monitoring teams collaborate with OPM Survey Director and Data Analyst
  •  Manage the day to day issues reported during fieldwork and ensuring that these issues are recorded properly
  • Manage relationship with INGOs based on the findings of the monitoring, proactively. Regular follow up on queries arising out of monitoring exercise
  • Engage closely with INGOs to develop next steps for improving upon those issues and rectifying any concerns that may have arisen
  • Report issues and follow-up points to DFID through the monthly monitoring report
  •  Ensure the timely submission of the monthly monitoring report
  • Support INGOs to develop their own education management information systems, monitoring processes, and data management to enable them to track attendance and school performance, hold teachers and staff accountable, and make better policy decisions.

C.   Ensure completion of the Annual Review 2018 recommendations and outstanding due diligence actions and support DFID Annual Review in 2019 and 2020

  • Develop work plan and strategy to complete AR 2018 recommendations and outstanding due diligence action points. Conduct regular meetings with INGOs for this
  • Follow up on action plan from PRAP/PwC report with BRAC
  •  Provide support to required parties to ensure completion of Annual Review 2018 Recommendations
  • Prepare documentation to log evidence for the completion of such activities
  • Support OPM and DFID in conducting annual reviews of 2019 and 2020 

D.   Support the qualitative research and learning assessment work streams

  • Provide advice on the design and support implementation of work streams above. Support learning assessment in BRAC and FESF schools using ASER designed (or other agreed) learning assessments to test literacy and numeracy skills of DFID supported students.
  • Provide support to workstream leads on the planned activities and coordinate for smooth implementation of these planned activities, as per the workplan. Give input to the workstream leads, wherever needed.
  • Communicate work stream related information to INGOs and ensure buy-in
  • Ensure buy-in from government counterparts for work streams, when needed.

E.   Contribute to development of INGOs capacity through technical assistance

  • Identify areas in which INGOs would like to build these capacities through close liaison with INGOs
  • Help identify technical assistance work stream lead(s) who can effectively support the INGOs in building their capacities
  • Work closely with the technical assistance work stream leads in developing strategy for improving capacity of INGOs
  • Ensure INGO and other relevant stakeholder buy-in for the process
  • Contribute to the activities required to build capacity of INGOs
  • Ensure timely completion of technical assistance work streams
  • Ensure effective strategies are being taken to improve INGOs delivery and performance
  • Support INGOs to improve their delivery of quality education, and teacher performance, student learning and progression through providing advisory services and to implement effective strategies and partnerships to improve student enrolment, attendance levels, retention, completion, and respond effectively to equity, gender and disability issues.

F.   Lead and manage the annual experience sharing workshop

  • Design the experience sharing workshop with the OPM, DFID and INGO teams
  • Lead the preparation for the workshop with the OPM Team
  • Ensure timely execution of the workshop 

G.   Programme Closure

  • Handover all records and logs to DFID at the end of the project
  • Effectively communicate all activities carried out during the life of the programme
  • Prepare documentation or project briefs required for the programme exit with the OPM Team
  • Assist DFID in consolidating and drafting the Project Completion Report at the end of the project, with lessons learned and recommendations on potential future scale-up of approaches, management and monitoring arrangements following the end of the programme.
  • Lead on the necessary monitoring and close out processes with the NGOs, information gathering and financial consolidation.

Requirements:

·         Graduate degree in Education or related field

·         Minimum 12 years of work experience. At least 5 years of work experience at senior positions in reputable organizations (experience of working in development sector will be preferred).

·         Excellent communication, interpersonal, leadership, and organizational skills.

·         Strong written communication skills and demonstrated ability to provide professional and thorough written documentation.

·         Self-motivated with proven success working in a collaborative environment; ability to work remotely, independently, and with minimal oversight, while maintaining high quality outputs
