The Organization

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan, as a fully autonomous not-for-profit private sector organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfWEntwicklungs bank (Development Bank of Germany), Italian Development Cooperation (IDC),and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country.  These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices.  

Introduction, Context and Background:

  • PPAF is working across the country including remote and insecure areas of Balochistan. Majority of the bordering districts with Afghanistan and Iran are conflict-affected having fragile environment.Based on the meeting with GOB, local line departments and initial assessment results, PPAF had established sub/liaison office in Quetta. After initial assessment all required equipment’s, furniture/fixtures, computers office is now fully function with placement of Balochistan monitors. Balochistan monitors are placed and regularly attending the office while regular PPAF staff is also visiting to conduct meetings with Partner organization at PPAF office. Hence, there is a need to hire local administration consultant from Balochistan forfacilitate in administration and coordinationforsmooth and efficient functions of the office.

Purpose and Scope of Consultancy:

  • Core purpose of the assignment is to maintain coordination, liaison with the provincial government and key stakeholders and to perform administrative function, provide day to day admin support to the staff and during meetings with government and other stakeholders in and outside the PPAF office, Quetta Balochistan 

Scope of Work:

  • Maintain coordination with the provincial government and key stakeholders.
  • Facilitate in  arrangement of  regular coordination meeting with Government and key stakeholders
  • Responsible for office administration including management of transportation, travel arrangement, office equipment updating and keeping the records up to date as per PPAF SOPs and guidelines.
  • Ensure staff compliance to administrative SOPs of PPAF
  • Responsible for safety and security of personnel, property, furniture and fixtures as per PPAF’s security policy
  • Any other relevant task assigned by the line manager 

Key Deliverables:

The consultant will share following deliverables on monthly basis:

  • Monthly activities report on prescribed format
  • Minutes of the meeting held with the provincial government or line departments

Qualification of the Consultant:

 

  • Minimum 16 years of education in Social Sciences/Management Sciences or related disciplines from HEC recognized university
  • Ability and willingness to work in fragile and conflict affected areas of Balochistan
  • Demonstrated sensitivity for cultural and gender differences
  • Sound judgment, flexibility and adaptability
  • Result-oriented team player with strong analytical and interpersonal skills
  • Excellent report writing and presentation skills 
  • Fluency in Pashto/Balochi and Urdu languages
  • Technology skills: i.e. use of computer, the internet, GPS camera, etc
  • Proficiency in MS Office Suite

 

Required Experience :

  • Minimum 5-8year of relevant experience of working with a development organization/s in Balochistan
