Introduction
Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women, minority, and marginalized groups. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country. These include social mobilization, support for livelihood, enterprise and employment, access to credit, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices
Background
The Government of Chitral in collaboration with the Pakistan Poverty Alleviation Fund (PPAF) has embarked upon an innovative and bold initiative that calls for taking ownership of the process of growth and development and assisting the Chitral District in devising its own destiny. The Chitral Growth Strategy (CGS) has been formulated as a result of this collaboration. The strategy takes into consideration the opportunities and challenges that the strategic geopolitical location, the unique topography and the rich natural resource base and cultural heritage of the district offers. The document on history of Chitral provides information on natives of Chitral and how culture has evolved in the area. The total number of pages in both the documents does not exceed 100.
Objective
The Chitral Growth Strategy is a key document that provides a roadmap to seek opportunities for leveraging investments that have been made in the social capital in the district. It will provide an opportunity to identify the institutional mechanisms and the processes that are most well suited to refining and implementing the strategy over time. The strategy identifies the roles and responsibilities of the various tiers of Government, the private sector, the non-government organizations and local communities. It also highlights roles assigned to various tiers in Governance and management structure consistent with their strength and capitalise on the opportunities to develop a strong public-private partnership.
The document suggests the measures to be adopted to finance the strategy. It proposes a multi-pronged approach in which the Federal and Provincial Governments and the donor community would be requested to contribute. Owing to its importance the Chitral Growth Strategy document will be shared with various stakeholders and hence needs appropriate editing and review
