Introduction

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women, minority, and marginalized groups. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country.  These include social mobilization, support for livelihood, enterprise and employment, access to credit, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices

Background

The Government of Chitral in collaboration with the Pakistan Poverty Alleviation Fund (PPAF) has embarked upon an innovative and bold initiative that calls for taking ownership of the process of growth and development and assisting the Chitral District in devising its own destiny. The Chitral Growth Strategy (CGS) has been formulated as a result of this collaboration. The strategy takes into consideration the opportunities and challenges that the strategic geopolitical location, the unique topography and the rich natural resource base and cultural heritage of the district offers.  The document on history of Chitral provides information on natives of Chitral and how culture has evolved in the area.  The total number of pages in both the documents does not exceed 100.

Objective

The Chitral Growth Strategy is a key document that provides a roadmap to seek opportunities for leveraging investments that have been made in the social capital in the district. It will provide an opportunity to identify the institutional mechanisms and the processes that are most well suited to refining and implementing the strategy over time.  The strategy identifies the roles and responsibilities of the various tiers of Government, the private sector, the non-government organizations and local communities.  It also highlights roles assigned to various tiers in Governance and management structure consistent with their strength and capitalise on the opportunities to develop a strong public-private partnership. 

The document suggests the measures to be adopted to finance the strategy. It proposes a multi-pronged approach in which the Federal and Provincial Governments and the donor community would be requested to contribute. Owing to its importance the Chitral Growth Strategy document will be shared with various stakeholders and hence needs appropriate editing and review

PPAF’s responsibility/input

Communications & Media will be the lead unit from PPAF for the assignment and will facilitate the consultant by:

  • Providing final report content (pdf/word document)
  • Approving the report for designing
  • Providing any other facilitation required for clarity on content of the reports/documents

Consultant’s responsibility

The consultant shall be responsible for:

  • Professionally edit the agreed content/ draft report and provide inputs using the track   changes mode
  • Ensure appropriate use of language and grammar (punctuation and spellings) in the entire text of both the documents/reports
  • Ensure sequencing/continuity of sentences
  • Provide a soft copy of the complete/final text of both the documents/reports upon conclusion of the assignment
  • Advise PPAF (to the best of his/her judgment and understanding about the PPAF) on any such expression or sentence in the report that may be detrimental to the its  image
  • Review and proof read the designed (final) reports before their printing

Key Deliverables: Outputs and Activities

Edit the Chitral Growth Strategy in the provided pdf document clearly indicating the changes made.

Edit the History of Chitral report in the provided word document in track changes mode. Review both the reports once they have been designed.

 Consultant’s Qualification & Experience

  • Sixteen (16) years of education in social sciences MassCom/English literature/ language/international relations
  • 5 years of experience in communication, report writing, editing, knowledge management
  • Excellent experience of compiling/writing/editing of corporate/private/development sector reports
  •  Ability to analyse and synthesise relevant information to the benefit of the organisation
  • A good command on linguistics
  • Organised and responsible
  • Ability to meet deadlines

Time Frame

7 days (5 days for editing the reports, 2 days for review)

The edited reports will undergo designing and will be shared with the consultant for final review after 8 days.

Selection Method

The consultant will be selected in accordance with single source selection method set out in World Bank Procurement Guidelines (October 2011).
