Introduction

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 125 Partner Organizations across the country.  These include social mobilization, support for livelihood, enterprise and employment, access to credit, skills development, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices. 

Background

The Environmental and Social Management Framework (ESMF) has been prepared by PPAF to set out the environmental assessment procedures required by PPAF and its POs to assess the environmental and social consequences of PPAF interventions, with a view to preventing execution of interventions with significant negative environmental and social impacts. It also attempts at minimizing potential negative impacts by incorporating mitigations at the design stage and implementing mitigations at the implementation stage of the interventions.

As per ESMF, PPAF has taken a decision to acquire the services of experienced consulting firm to further streamline its environmental activities through ISO 14001 certification. The ToRs are given below.

Objectives

ISO 14001:2015– the new high level structure (HLS) that brings a common framework to all management systems. This will help to keep consistency, align different management system standards, offer matching sub-clauses against the top-level structure and apply common language across all standards. With the new standard in place, organizations will find it easier to incorporate environmental management system into the core business processes and get more involvement from senior management.

Since, ISO 14001:2015 was published on 15 September 2015 and is the replacement for ISO 14001:2004. At PPAF, we are currently using ISO 14001:2004, required a three-year transition period to switch to ISO 14001:2015. Therefore, the PPAF top management has decided to implement the latest version of standards in the organization to comply with ISO Standards and to reduce environmental footprints of our activities.

Scope of work

The selected consultant will develop and help PPAF to implement an Environment Management System based on ISO 14001:2015. The system will be implemented in one phase include preparation, documentation, risk assessment, reviewing Environmental Poliy, Aligning EMS Objectives with the Organizational Strategy and training design; In addition the consultant will also develop and design the following main targets in the new EMS.

 

  • Share the knowledge of the EMS objectives and provide an overview of where these sit within the organization’s overall vision.
  • Design that consideration has been made over the coordination of the EMS and other strategic goals and internal processes jointly.
  • Prepare a strategy plan to involved at every step that leadership has been shown to the team in terms of communicating the importance of the EMS, ongoing results, and progress versus stated environmental objectives
  • Make familiar the all organizational staff in the process of ensuring and encouraging continual improvement and demonstrate that this culture exists within the organization as a result of that leadership.

 

In addition, the consultant will also responsible to develop and implement the following specific outcomes at the organization;

 

  • Define Context of the organization. It should be thoroughly considered as these are the foundation of new EMS (Environmental Management System).
  • List all Interested Parties. List all stakeholders (the persons and companies that can influence our EMS or can be influenced by it), and their requirements. List all the statutory, regulatory, and contractual requirements according to the old clause 4.3.2,
  • Review the Scope of the EMS.  Reconsider the scope of our system and to define its boundaries more precisely.
  • Review the Environmental Policy. Emphasis on incorporation of the EMS into the strategic direction of the company should be noticeable in the policy.
  • Align EMS objectives with the Company’s strategy. Determine whether the environmental objectives are compatible with the strategic direction of the PPAF.
  • Assess Risks and Opportunities. Identify environmental aspects on the part of the system such as context of the organization and compliance obligations. After the assessment of risks and opportunities, there should also be some plans for addressing them. 
  • Identify and Evaluate Environmental Aspects. Consider foreseeable emergency situations and a lifecycle perspective of our products and services during the identification and evaluation of environmental aspects.
  • Determine the Compliance Obligations. Complying with statutory and regulatory requirements existed interested parties and their needs and expectations to be observed as compliance obligations.
  • Control Documented Information. Aligning old procedures with the new clause numbers, also consider improving existing documentation.
  • Operational control. Develop a strategy to better control of the processes, including operating criteria and implementing controls of processes according to the criteria.
  • Environmental Performance. Establishing environmental performance measuring and monitoring, with an overall picture of system and tell us what needs to be improved.
  • Measurement and Reporting. Internal audit and the management review need to be aligned with the new version of the standard.

Deliverables

 

  • Context of the Organization-Greater understanding of the important aspects/issues that can effect organization positively or negatively.
  • Issues identification: Issues can be internal or external including Risk associated with Threats and Opportunities
  • Training and capacity building of MR and  ISO Green Force to take forward 2015 version of the ISO
  • Leadership Involvement Mechanism: Define roles and responsibilities of top management.
  • Compliance Obligations review and support to MR and ISO Green Force
  • Environmental Objectives setting with MR and ISO Green Force
  • Communication Strategy design with M&C unit and ISO Green Force:
  • Documentation Information: replace documents and records, Environment Management Framework documentation including Manual, SOPs, Work Instructions, and Forms based on new standards i.e. ISO 14001:2015

Obligations to the consultant

 

  • PPAF‘s Management Representative, Mr. Tariq Ashraf, GM- Admin, will liaise with the Consultant. The Consultant shall work in very close collaboration with the Management Representative; exchange information regarding progress of the consultancy and take his advice where required.
  • The consultant will sign a Non-Disclosure Agreement with PPAF and will treat all PPAF data as highly classified.
  • The consultant will produce original work and will utilize maximum resources to ensure accuracy and effectiveness of the system.

 

 

Qualification and Experience Requirements

  • Individual consultant should have at least 10 years of overall experience and at least seven (07) years of experience in Environment Management System based on ISO 14001:2015. Master’s degree holder in subject of Environment or any other relevant field shall be required. The Consultant should possess good knowledge of all concepts, practices, principles, legal, structural and approaches required for national / international environment management system on ISO 14001:2015. Proven capacity to analyze, plan, think and perceive strategically with experience of Environment Management System.
