Introduction
Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 125 Partner Organizations across the country. These include social mobilization, support for livelihood, enterprise and employment, access to credit, skills development, infrastructure and energy, health, education and disaster management. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices.
Background
The Environmental and Social Management Framework (ESMF) has been prepared by PPAF to set out the environmental assessment procedures required by PPAF and its POs to assess the environmental and social consequences of PPAF interventions, with a view to preventing execution of interventions with significant negative environmental and social impacts. It also attempts at minimizing potential negative impacts by incorporating mitigations at the design stage and implementing mitigations at the implementation stage of the interventions.
As per ESMF, PPAF has taken a decision to acquire the services of experienced consulting firm to further streamline its environmental activities through ISO 14001 certification. The ToRs are given below.
Objectives
ISO 14001:2015– the new high level structure (HLS) that brings a common framework to all management systems. This will help to keep consistency, align different management system standards, offer matching sub-clauses against the top-level structure and apply common language across all standards. With the new standard in place, organizations will find it easier to incorporate environmental management system into the core business processes and get more involvement from senior management.
Since, ISO 14001:2015 was published on 15 September 2015 and is the replacement for ISO 14001:2004. At PPAF, we are currently using ISO 14001:2004, required a three-year transition period to switch to ISO 14001:2015. Therefore, the PPAF top management has decided to implement the latest version of standards in the organization to comply with ISO Standards and to reduce environmental footprints of our activities.
Scope of work
The selected consultant will develop and help PPAF to implement an Environment Management System based on ISO 14001:2015. The system will be implemented in one phase include preparation, documentation, risk assessment, reviewing Environmental Poliy, Aligning EMS Objectives with the Organizational Strategy and training design; In addition the consultant will also develop and design the following main targets in the new EMS.
