Program Background Summary:  

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee (IRC) and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a five-year project with the objective to support the provincial and regional departments of education (DoE) throughout Pakistan to improve reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

 Job Overview/Summary:

The Director Human Resources provides leadership and management of Human Resources for Pakistan Reading Project and will report to Chief of Party and Regional HR Director Asia under metrics reporting system.  The Director Human Resources will oversee all human resources activities to intensify and strengthen human resources for a healthy and productive workforce to achieve the project goals. The Director will establish, refine, align and implement HR programs and initiatives that foster organizational and people development.  The Director will also be responsible for managing compensation & benefits, disciplinary and grievance, performance management, and talent acquisition systems. The poster holder is required to travel to the regions and internationally up to 20% of time.

Major Responsibilities

  •          Develop organizational strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establish/maintain Human Resources Objectives and Dash Board in line with organizational objectives and under the guidance of CoP/ Regional HRD.
  •          Implements human resources strategies by establishing department accountabilities, including: talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, compliance and labor relations.

  Manages human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising ,and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and service strategies; designing systems; accumulating resources; resolving problems; implementing change.

  •     Develops human resources operations financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact variances.
  •         Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; expediting fulfillment; evaluating milestone accomplishments; evaluating optional courses of action; changing assumptions and direction; implementing a gender sensitive working environment.
  •        Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
  •      Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
  •        Complies with IRC, USAID, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  •         Ensure that the job knowledge of HR Team is updated by participating in conferences and educational opportunities; reading professional publications; maintain personal networks; participating in professional organizations.
  •        Work in close coordination with Regional HRD and Regional HQ on ethics point related matters, Regional initiatives and assist RHRD on other HR related matters.
  •     Enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

Minimum Educational and Experience Qualifications/Requirements:

  • Masters degree with 12-years of related experience in Human Resources function with at least 5 years of experience as head of department/similar like position in complex and large organizations (national/ international).
  • Experience of USAID or other donor funded projects and professional certification from international institutes/bodies will be given preference.
  • The candidate must have proven track record of using/ implementing HRIS systems including running payroll systems.
  • Solid understanding and experience of Pakistani Labor Laws/legal system surrounding HR practices is required. Must have knowledge of Insurance and Personnel Benefit systems and policies.
  • Critical thinking skills with the ability to identify and understand issues, root causes and opportunities from disparate sets of information and provide clear conclusions and guidance.
  • Results orientated – demonstrate strategic thinking.
  • Demonstrated success working in a highly collaborative, multifaceted environment
  • Proven track record of accomplishments with measurable impact
  • Ability to listen and communicate well both verbally and in writing
  • A depth of experience in employee and organizational development, performance management, coaching, employee relations and HR project management
  • Successful change management and team development experience.
  • Experienced people manager
  • Culturally sensitive and respectful
  • Proficiency in English and one other Mother Tongue Language required
  • Ability to travel throughout the year to regions and international location
  •  Strong computer skills in Microsoft Word (Word, Excel, Power Point, etc.).
