Program Background Summary: The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, is working with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

Job Overview/Summary

The Finance Manager is in charge of the financial review processes and works with the Finance Controller and other members of the finance department to ensure an efficient and effective processing of the financial documents. The Finance Manager will have a thorough knowledge of financial and administrative policies and procedures.

Major Responsibilities:

• Ensure that all policies and procedures are in compliance with IRC and USAID policies, procedures and requirements

• Coordinate with banks and financial institution in KP with regards to project financial management.

• Liaise with Islamabad Finance Managers in respect of routine monthly imprest submissions

• Prepare service provider’s withholding tax and deposit the withholding tax/GST in government treasury within stated deadline of tax laws and comply with tax regulations

• Review all the payments documents for proper coding and supporting documents to ensure each activity is coded with relevant line.

• Assist the auditors during their audit process and provide them the required information and record

• Consolidate and analyze the monthly budget vs actual reports of KP and share them with Head of Office and budget holders and hold regular meetings to for tracking expense and proper decision making.

• Keeping updated records of prepayments in respect of building rents for all locations, staff advances and their monthly amortization/liquidation and also keeping track of their utility bills and travel expenses of staff to ensure calculation of travel claims are correct and disbursed.

• Review all Purchase Orders and Purchase Requests for proper coding and budget provisions before approval

• Submit to Islamabad Deputy Finance Controller the monthly balance sheet account reconciliations on timely basis

• Check and post monthly transactions into Excel spreadsheet and onward posting into SUN system. Ensure that all information in the spreadsheet is correct and complete

• Maintain master file containing grant agreement, relevant donor budget and minutes of the meetings with budget holders.

• Perform physical Inventory check of all offices after every six months or at least annually

• Visit district offices to review internal controls and to understand the problem/needs/resources. Share the report and suggestion/recommendations with Head of office and Finance controller.

• Participate in the KP internal management meetings

QUALIFICATIONS Education:

• Master’s or Bachelor’s degree in Accounting, or Finance. CA, ICMA or ACCA part qualified

Work Experiences:

• Minimum of five years of managerial experience

• Experience with an International NGO preferably with USAID Demonstrated

Skills:

• The candidate should be mature and comfortable in a multi-cultural work environment, promote teamwork and able to handle pressure with professional grace

• Able to work independently, make decisions and exhibit flexibility.

Language and Computer Skills:

• Proficiency in English is required

• Proficient in MS suite applications; significant experience in MS Excel, accounting package knowledge (SUN system) will be an added advantage.
