Program Background Summary:  Pakistan Reading Project (PRP), funded by the United States Agency for International Development (USAID), supports seven provincial and regional departments of education to improve reading skills for at least 1.3 million grades one and two children. Lead by International Rescue Committee (IRC), with Partners (Institute of Rural Management, Creative Associates International, World Learning), using a collaborative approach with three components for implementation, including: improving classroom learning environment, improving policies and systems, and providing community based support, over five years.

Major Responsibilities:

·         Assist national M&E team to identify various sources of data, facilitate data compilation from all provinces / regions, make sure data quality (validity and reliability), and establish information needs as per requirements of the project and internal data management. 

·         Work closely with Regional & National M&E team and make sure that complete and accurate information is available for reporting.

·         Assist in preparing data charts, summaries and visuals for reports, management & donor presentations and other data queries.

·         Support national M&E Team to timely collect and report performance data against MEL Indicators and reporting portal. 

·         Assist in data cleaning, data duplication controls, and ensure data quality through spot checking and comprehensive reviews on regular basis.

·         Assist M&E team to collect data evidences for all PRP activities and follow up with provincial / regional M&E teams.

·         Inform M&E staff of significant issues and developments with regards to data discrepancies and gaps, and offer recommendations for possible courses of action.

·         Participate in M&E workshops, and other capacity building related activities.

·         Contribute to team efforts by accomplishing related results as needed.

·         Provide feedback to improve data collection tools and SOPs related to data processing and manage data from collection to final reporting.

·         Review partners quarterly and annual reports in accordance with the national report.

·         Any other task assigned by the supervisor.

Job Requirements:

Qualification:     

·         University Graduate (preferred) in Statistics, Development studies, social studies or its equivalent experience with a formal qualification of monitoring and evaluation.

Experience:

·         At least 3-4 years of experience in design and implementation of monitoring, evaluation and research.

Skills:

·         Advanced computer skills in Excel, Word processing, Database management

·         Excellent  report writing and information dissemination skills 

·         Knowledge of SPSS and research designs are desirable.

·         Willingness to work in and travel to remote areas and a diverse environment

·         Flexible, motivated, team player and fast to learn

Travel Requirements:

§  This project has extensive field travel and the candidate should be willing to travel across province/region and to remote areas (at least 20% time will be spent in the field)

Language Skills: 

·         Fluent in Urdu and dominant local language (s)

·         Good interpersonal and coordination/communication skills, both verbal and written in Urdu and English (Knowledge of local languages will be an additional asset)
