The WTO’s Trade facilitation Agreement (TFA), amongst other trade facilitation measures, encourages member states to develop their trade related National Single Window (NSW). Pakistan has committed to develop and launch its NSW by 2022, with Pakistan Customs having been designated as the ‘Lead Agency’ by the Prime Minister’s Office for the development of this important reform initiative. Accordingly, Federal Board of Revenue (FBR) has established a Program Management Office (PMO) in Customs Wing to coordinate and supervise this initiative.
A single window is a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements should only be submitted once. The NSW will help reduce the time and cost of doing business in Pakistan and make trade related business processes more efficient, transparent and consistent.
Whereas the concept is primarily aimed at integrating and strengthening trade related government to government (G2G) and business to government (B2G) interactions, it also incorporates certain B2B transactions in particular those related to port operations, trucking, and warehousing. The NSW is a collaborative effort led by customs but involving multiple public and private sector stakeholders including regulatory authorities, traders, freight forwarders, banks, terminal operators, and transporters etc.
Pakistan Revenue Automation Limited is required the services of technical resources as per following Job Description/Skill sets;
Job Description:
- Review and publish test cases on requirements gathering sessions.
- Execute successful offshore team model to enhance bandwidth and testing cycles.
- Conduct post release verification following a Production deployment.
- Record, assess and approve Tracking system issues, suggested ownership, priority and issues.
- Oversee defects to progress on time and stick to defect tracking standards.
- Manage QA environment on build and release management.
- Offer accurate status on defect information and metrics.
- Communicate at all levels, handle multiple projects and work on business critical solutions.
- Manage QA team on hiring, firing, discipline, performance and salary reviews, and resource allocation.
- Enhance testing capabilities guided by standard best practices, policies and procedures.
- Mentor QA analysts testing activities on test plan and test case development.
- Coordinate with business analysts and development teams to assess requirements and engage in project review and status meetings.
- Design, track and disseminate metrics to monitor software quality.
- Set up and manage communication between development teams.
- Motivate and mentor direct reports by effort and example.
Required Skill Set:
- Experience and proficiency in manual / automated testing, approaches/techniques, and concepts.
- Experience & understanding of documentation/cases, test management, execution and reporting skills.
- Ability to execute scripts and write complex SQL queries for verification and validation.
- Strong ability to understand business process and logic.
- Strong interpersonal, written, and verbal communication skills.
- Ability to perform comfortably in a fast-paced, deadline-oriented, agile environment.
- Ability to interact positively and effectively in a distributed team environment.
- Self-motivated, quick learner and a responsive team player.
- API Testing knowledge.
