Head of Data Management

Main Responsibilities: 

i.  WeBOC Data Governance & Management

• Assess the current data governance and management policies being implemented in WeBOC and identify planning/strategy/implementation gaps.
• Develop and implement a Customs-wide Data Governance and data life cycle management program
• Establish and govern the Data Governance program implementation roadmap
• Develop Data Governance related policies, standards, and procedures to support the ongoing implementation Data Governance initiatives by the company
• Develop and manage a proactive data regulatory strategy
• Define strategic data regulatory objectives and broad courses of action
• Develop perspective of possible data regulatory evolution
• Establish data classification and handling requirements to protect sensitive data
• Define roles and responsibilities related to Data Governance and ensure clear ownership and accountability for data and related information assets
•  Develop a data access policy and ensure adoption by data owners.
• Work with business to mitigate Data Governance gaps and other identified risk
• Evaluate the Data Governance program to determine if the program meets regulatory requirements, best practices, laws, rules, compliance with industry standards, customer expectations and employee safety.
• Monitor feedback on program performance to determine program changes and improvement
• Champion the communication of the value of Data Governance to stakeholders as well as provide education of Data Governance company wide
• Build and maintain an active relationship with key stakeholders across the organization to facilitate program execution
• Respond to customer and auditor inquiries related to Data Governance and data lifecycle management
• Monitor for industry best practices and trends in Data Governance and recommend new systems and technology for Data Governance activities

ii.  WeBOC Analytics & Governance

• Develop and manage a proactive data regulatory strategy
• Define strategic data regulatory objectives and broad courses of action
• Develop perspective of possible data regulatory evolution
• Manage the scope of work related to new demands and change requests on the existing system.
• Developing an architecture that combines streaming data, traditional transaction processing, analytical databases, and data warehouse for Customs Department and PSW.
• Implementing machine learning technology and supporting emerging artificial intelligence technologies on the platform
• Responsible for all aspects related to tooling and automation related to Data Governance and data life cycle management
• Implement tools and technology for Master Data Management, Data Governance, Enterprise Data Management, Enterprise Content Management and Knowledge Management etc.

iii.   WeBOC Database Audit and Transformation

• Study and identify issues related to WeBOC/PSW database and propose transformation model for next generation application for Pakistan Customs
• Collaborate with data scientists, engineers, and business teams and other key stakeholders as their business partner during the entire lifecycle of product
• Define and enforce robust data security policy and procedures to ensure proper authentication, access, and auditing of data and information assets.
• Design and implement data Analytics, BI Architecture Model, Data Pipeline Standards and Raw Data to Value asset.

iv.  Planning & Coordination

• Work in collaboration with cross functional teams and wider stakeholders to design, evolve and communicate how we govern data, enforce our policies, and audit and report on compliance
• Serve as a liaison between technical and non-technical teams to ensure that the requirements for protecting sensitive data are clearly defined, communicated, and well understood and considered as part of operational prioritization and planning
• Ensure close coordination with PRAL and other service providers with regards to data centre, application management, hosting, server management, information security etc.
• Plan and coordinate with PSW/PRAL data centre / system infrastructure team to ensure functionality and efficiency of the application is at par.
• Develop efficient coordination mechanism with Customs Reforms & Automation team and domain officers to understand their data needs, challenges and how to reflect into the system using right technical resources.
• Ensure close coordination with the PSW data management team to ensure company wide adoption of best practices in this field

Required Skill Set:

• Must have experience of strategic data analytic, business automation, and enterprise solutions
• Possess proven experience of proposal management, RFP/TOR writing, estimations & scoping, projects planning and management, budget and cost estimation and tracking
• Preferably PMI certified in project management (PMP)
• Must be experienced over discovering strategic insights and hidden trends via analysing large business data marts
• Must have developed multiple AI prediction models using latest machine learning tools and techniques
• Should have worked over enterprise-wide MIS and advanced reporting portals and visualizations
• Should have developed strategic KPIs, analytics dashboards, and score cards for decision makers
• Must have designed and developed data warehouses, data marts, and ETLs
• Experience with statistical data analysis and data science techniques; Data visualization and Data storytelling
• Should have working experience over data architecture and data warehouse design using star and snowflake schemes
• Should have exposure working over multiple technology stacks
• Industry visionary and avid technologist at heart 
• In-depth knowledge and understanding of web system architecture, design, and development.
• Hands on experience with complex project management; and
• Outstanding communication, interpersonal and leadership skills.
