INTRODUCTION

An ‘Integrated Tariff Management system’ (ITMS) based on the Harmonized Commodity Description and Coding System (HS). HS is essential for the smooth operations of the PSW to facilitate integrated risk management. The ITMS will present economic operators especially traders a clear view of tariff and non-tariff regulatory compliances on cross border movement of goods/commodities.

OBJECTIVE

The purpose of the assignment is to undertake a detailed review of the goods and commodities covered by the respective legislations (Acts, rules, regulations) of the ‘Other Government Agencies’ (OGAs) for the purpose of regulating international trade, and to assign them product codes extending beyond HS codes. Based on the work done, a detailed ITMS shall be developed and incorporated in the PSW. 

The Advisor would be required to perform the following tasks:

1. Identification and HS classification of all goods and commodities covered under the OGA legislation as per the Pakistan Customs Tariff (PCT).

2. Preparation of recommendations on classification of goods into new Product codes beyond 8-digit level currently used by the PCT to facilitate PSW operations.

3. Preparation of spread sheets clearly indicating:

a. customs duty and other taxes including additional duty and taxes; 

b. FTA/PTA rates;

c. tariff quotas;

d. anti-dumping duties and countervailing duties;

e. valuation rulings; 

f. import/export prohibitions, restrictions, conditions as notified by the federal government, any of its authorized regulatory authorities or binding international conventions and agreements;

g. quantitative limits;

h. exemptions from Customs duty and other taxes; and

i. any other regulatory requirement etc. 

QUALIFICATIONS AND COMPETENCIES:

1. Active (or recently retired) customs officer with extensive experience in tariff classification and the HS.

2. Experience of working in paperless Customs Clearance System.

3. Extensive experience with, and knowledge of, the Pakistan Customs Act and other relevant national and international regulations and practices;

6. Familiarity with trade environment and WeBOC business processes.

7. Experience of working with complex, multi-system environments in public sector.

8. Previous experience of working on IT development and integration in a SW environment will be considered an asset.

9. Strong written and verbal communication skills in English as well as Urdu.

10. Knowledge of business practices of trade regulating agencies and customs.

11. Ability to meet tight deadlines.

DELIVERABLES 

The deliverables from the incumbent are listed below:

1. Integrated tariff management system;

2. Final Presentation to the Lead Agency, and other relevant stakeholders.

BASE OF OPERATIONS

Islamabad, Pakistan with occasional traveling to Karachi and other major cities.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business.
