• The Pakistan Single Window (PSW) is a public sector company incorporated by Pakistan Customs under Section 42 of the Companies Act, 2017 and acts as the Operating Entity for development and operation of the Pakistan Singe Window (PSW) system to facilitate imports, exports and transit trade.
  • The Company is headquartered at Islamabad with a site office at Karachi. 
  • This company is also the designated Operating Entity under the PSW Act, 2021 recently promulgated by the Government of Pakistan to establish, operate and expand PSW System. 
  • The PSW system aims to establish a single ICT based platform to enhance ease in compliance with regulations related to cross border trade.
  • PSW would reduce the time and cost of doing business in Pakistan, enhance government’s controls and make trade related business processes more efficient, transparent and consistent.
  • PSW primarily focuses on integrating and strengthening trade related government-to-government (G2G) and business-to-government (B2G) interactions, but at the same time it also incorporates logistics management system. 
  • The PSW program involves re-engineering, simplification and automation of cross border trade related processes in dozens of Other Government Agencies (OGAS) which would gradually be joining PSW platform in different phases.
  • To create greater buy-in,  Q widespread and hassle-free adoption among various stakeholders, the PSW strives to employ appropriate methods and practices that establish processes for product development, quality, and compliance across entire organization.
  • Thus, necessitating adoption of a system to develop, implement and manage a well-thought-out quality assurance strategy across the enterprise.
  • Bringing in Enterprise Quality Management will ensure development of products which are stable and user-friendly ensuring heightened satisfaction of stakeholders and enhanced reputation for building and forward-looking products.  
  • A comprehensive approach to enterprise quality management is necessary to guarantee successful implementation of the PSW system.
  • The key objective is to ensure that quality assurance capabilities are in accordance with the quality requirements. To implement the plan for quality maintenance is also one of the goals sought to be achieved. 
  • In order to ensure delivery of quality products as per organization's overarching scheme and envisaged design, PSW intends to hire the services of an Enterprise Quality Manager.
  • He/she is expected to play a key role in the success of PSW initiatives by managing technology, business and organizational attributes that are closely associated with the quality of output.
  • Furthermore, he/she will be required to determine the quality requirements, evaluate the shortcomings between the quality performance and requirements, manage non-conformance activities, ensure implementation and maintenance of the enterprise quality management system.
  • The Manager Enterprise Quality will focus on identifying gaps between customer requirements and software product delivery and determine whether the gap is required to be mitigated through preventive quality activities or deemed as acceptable risk. He/she will also establish the procedure for developing quality controls, conducting Alpha testing and to send the product/service for Beta testing/carrying out rework, if required.

 He / She will have the following key responsibilities: - 

  • Manage enterprise quality of PSW by defining quality requirements, critical-to-quality characteristics, preventive quality activities and quality controls. 
  • Define process steps for controls (or integration points) such as sampling plan, measurement methods and required competencies to evaluate the software products developed by the technology team.  
  • Ensure that the functional and usability features are mapped against the requirements defined in the Business and System requirement specifications. 
  • Prove capability to assess compliance with requirements and finalize the quality management plan. 
  • Evaluate performance to requirements by undertaking following activities: 
  •  Collect data, conduct test as per quality plan and record results
  •  Assess results of tests, recommend actions and next steps.
  • Manage non-conformance by assessing potential impact, identify root cause(s) and take corrective or preventive action. 
  • Follow up of non-conformance actions internally and externally. 
  • Implement and maintain the "Enterprise Quality Management System" (EQMS / ISO 9000 Standard) 
  • Define the quality strategy, plan and deploy the EQMS setting forth scope, targets, and goals. 
  • Identify core EQMS processes, controls, and matrix. 
  • Develop and document pre and post implementation EQMS policies, procedures, standards, and measures. 
  • Assess the EQMS performance. 
  •  Maintain talent capabilities and competencies. 
  • Incorporate EQMS messaging into communication channels.
  •  

 The candidate should: 

  • Possess a university degree in Quality Management, Project Management, Information Management, Performance Management or equivalent of relevant field. 
  • Have high level of integrity, accountability, and punctuality and be willing to work beyond normal working hours. 
  • Have excellent writing and analytical skills, strong interpersonal skills and the ability to build relationships with stakeholders, colleagues, senior management, and employees.  
  • Possess appropriate experience and knowledge of enterprise quality management principles, methodologies and tools. 
  • Be familiar with project management approaches and software development lifecycle.
  • Possess a clear understanding of organizational issues and challenges.

The candidate must have: 

  • At least 10 years of managerial experience in Quality, Governance, Compliance and Risk Management with at least five (5) years’ of demonstrated experience in quality assurance, planning and relevant field. 
  • Clear understanding and knowledge of trade related business processes. Candidates having prior experience of trade related quality management, business process mapping and analysis shall be given preference.  
  •  Previous experience of leading and implementing digital transformation initiatives in the public sector shall be considered an asset. 
  • Excellent oral and written presentation skills with capacity to communicate effectively with different audiences

 The applicant should:

  • Be willing and able to travel as needed.
  • Be able to meet tight deadlines.
  • Karachi, Pakistan, with occasional traveling to Islamabad and other major cities. 
  • He will report to the CDO, PSW. He/she will work in close coordination with the PSW software development team, quality assurance team, consultants/experts, PMO and the focal persons of the participating OGAs.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements.
