Main Responsibilities:

  • Coordinate and organize consultation sessions on cross border e-commerce implementation and other B2B initiatives;
  • Provide support in design of the PSW e-commerce platform;
  • Support in the digitization of cross border related e-commerce procedures and development of the related software;
  • Assist in the implementation of the national e-commerce policy framework related to cross border trade;
  • Support internal and external resource and fund mobilization for e-commerce implementation and other B2B projects;
  • Support building national and international partnerships with the private sector for development of various B2B value added products related to cross border trade;
  • Support knowledge development and knowledge sharing amongst various stakeholders;
  • Regularly engage with private sector stakeholders to solicit their input to ensure PSW provides inclusive and holistic services to all business types
  • Support in devising appropriate change management responses to such issues pertaining to B2B initiatives which may arise due to disruptive practices or other bottlenecks through required actions which may be in the form of communications, training support, encouragement to those who need it, or administrative steps.
  • Work closely with domain officers to understand OGA specific process re-engineering to develop specific change management/organization development plans related to B2B initiatives;
  • Develop manuals and guidelines, and conduct training sessions for related stakeholders to adopt technology and new SOPs for PSW integration.

Required Skill Set:

  • Clear and solid understanding of national and cross-border e-commerce landscape
  • Appropriate knowledge and know-how of business process reengineering concepts.
  • Candidates having prior experience of working with micro enterprises/SMEs, e-commerce entities and e-commerce support organizations will be considered an asset
  • Proven experience of engaging and managing partnerships with international organizations will be marked as an added qualification.
  • Outstanding communication, interpersonal and leadership skills.
  • Ability to work across organizational functions and departments.
  • Knowledge of basic concepts of technology, specifically Information Technology.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business.
