Project background

Pathfinder International, with partners Ipas, Greenstar Social Marketing (GSM), National Committee for Maternal and Neonatal Health (NCMNH), and Shirkat Gah, will be implementing a project to increase post-pregnancy FP through expanding public and private sector services, reaching young women with quality counseling and contraceptive method provision, and increasing method choice, including long-acting contraception, changing the lives of young women and their families. The primary objective of the project is to increase contraceptive uptake amongst women of reproductive age, in particular, young women age 15 – 24.The Naya Qadam project will work in six districts across Sindh and Punjab provinces:

1.       Vehari

2.       Okara

3.       Rawalpindi

4.       Larkana

5.       Shaheed Benazirabad

6.       Karachi

ToR objectives

Pathfinder Pakistan is seeking proposals from interested consultants/ entities to conduct a baseline of the project. The consultant will work under the direction of the Naya Qadam team, to implement the following

1.       Design and implement a baseline facility surveyin each of the 6 project districts(andwithin same districts 6 control sites)to measure use of modern contraceptive methods (mCPR) among women age 15-49 at baseline, along with

o   % of young women age 15-24 who use of modern methods of contraception

o   Method mix

o   % of clients satisfied with FP services, disaggregate by age (15-19, 20-24, 25+)

o   %of postpartum contraceptive uptake amongst women of reproductive age, including age 15-24

o   %of women who received PPFP services( both public and private facilities) in intervention sites, disaggregate by age (15-19, 20-24, 25+)

o   %of women who received post-abortion FP commodities as well as services both  from public and private facilities in intervention sites, disaggregated by age (15-19, 20-24, 25+) 

2.      Design and implement a client satisfaction survey among proposed project supported health facilities in 6 intervention (and within it 6 control sites) to measure client satisfaction for FP services among women of reproductive age (15-49) at baseline

Proposed methodology

M&E Activity #1 – facility survey

The overall goal of this survey is to determine the proportion of married women (15-49) who are currently using modern method of contraception.

In studies where the goal is to measure comparison of two proportions (baseline vs endline comparison), the formula for determining sample size is:

n = D [(Zα + Zβ)^2 * (P1 (1 - P1) + P2 (1 - P2)) /(P2 - P1)^2]

•        n = required minimum sample size per survey round

•        D = design effect (needed only if survey is done in clusters, not randomly chosen from a list of ALL households in the area)

•        P1 = the estimated level of an indicator measured as a proportion at the time of the first survey (baseline)

•        P2 = the expected level of the indicator at some future date (endline)

•        Zα = the Z-score corresponding to the degree of confidence with which it is desired to be able to conclude that an observed change of size (P2 - P1) would not have occurred by chance (α - the level of statistical significance)

•        Zβ = the z-score corresponding to the degree of confidence with which it is desired to be certain of detecting a change of size (P2 - P1) if one actually occurred (β -statistical power).

Assuming D=1.482,ICC=0.025, P1=24.4%, P2=30% α=0.05, β(power)=0.80,15% refusal rate, the sample size will be n=1681(two-tails) at baseline .

At baseline the selected firm will be expected to collect data for 1681 clients from intervention sites and 1681 from control sites.

Draft data collection tool can be given at the time of the award.

M&E Activity #2 – client satisfaction survey

The overall goal of this client satisfaction survey is to determine the proportion of clients who were satisfied with FP services received from proposed project supported health facilities in 6 intervention and  control sites

% of clients reporting satisfaction = # of clients reporting satisfaction / # of clients surveyed

In studies where the goal is to estimate the proportion of successes in a dichotomous outcome variable (yes/no) in a single population, the formula for determining sample size is:

Using the single population formula, we have:

Z=confidence level (95%; Z = 1.96)

E= desired margin of error (±5%; E =0.05).

P = population proportion (value that will generate the largest sample size; P = 0.5)

To estimate the proportion of clients who are satisfied with FP services received from project supported health facilities, while ensuring a 95% confidence level within 5% of the true proportion, a minimum of 385 clients are required for this assessment.  In order to disaggregate results by district, a minimum of 385 clients will be interviewed in each district. The table below presents the sample size required for this activity.
