Position Title: Emergency Response Coordinator

Position Location: Rajanpur, Umerkot, Noshero-Feroz/Dadu (with frequent travels)

Report to: Emergency Response Manager

Position type: Short-term (initially for three months)

Summary:

The Emergency Response Coordinator is a field-level position that will coordinate PAPK’s emergency response projects in the flood-affected districts of the country. The position will ensure ER projects are implemented per PAPK policies and procedures and in coordination with local administration and humanitarian clusters. The position will keep close liaison with district/provincial administrations and line departments for smooth implementation of the ER projects. With the guidance of ER Manager, the position will maintain close liaison with humanitarian clusters and attend periodic meetings to share PAPK progress and understand local needs and humanitarian priorities. The position will report to Emergency Response Manager.

The Emergency Response Coordinator will be responsible for the following tasks; however, responsibilities may be added or changed as per organizational priorities and needs.  

Major Responsibilities:

  • Lead overall emergency response/program/project activities and day-to-day management in order to achieve all program objectives in a timely manner.
  • Ensure implementation of all PA humanitarian intervention is the districts/region with the guidance of the Emergency Response Manager.
  • Ensure that all PAPK and program quality standards are followed in the projects, with sufficient quality assurance records maintained for each project activity.
  • Ensure compliance with relevant PAPK and donor policies and procedures (on Project Standards and Program Principles, Finance, Procurement, visibility, Staff Safety, Security and Safeguarding etc.).
  • Assess on-going humanitarian situation and gaps in the province, reporting with recommendations for proposals development for PAPK response and scale-up.
  • Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
  • Consult with officials of local and area governments, schools, hospitals, and other institutions to determine their needs and capabilities in the event of a natural disaster or other emergency situations.
  • Continue to provide technical quality assurance for all interventions and represent PAPK in, working group, clusters, sectoral meetings and other forums at district and provincial level as well as follow reporting timelines and modalities such as narrative, 3ws, 4ws, 5ws, SITREPs etc. so that these forums are updated about PAPK emergency response.
  • Regularly attend key stakeholder meetings and be part of the technical working groups and relevant platforms to ensure PAPK representation and feedback related to response, preparedness plans and strategies;
  • Evaluate, monitor and review to ensure strict compliance of programme activities with PAPK emergency response guidelines, and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and PAPK code of conduct.
  • Monitor the project budgets including local partner budgets to increase the budget utilization rates in line with expediting the project implementation speed.
  • Manage the budget and ensure monitoring of monthly expenditures by project staff as well as local partner budgets, make adjustments as required.
  • Ensure age, gende diversity re mainstreamed into all programme, partnership and advocacy activities.
  • Provide technical support on project design through appropriate modalities, ensuring planning of safe delivery and distribution of goods/ services to beneficiaries, including advising on and adhering to standard operating procedures (SOP), safety and security measures, and training partner staff (if applicable).
  • Work with Logistics team to develop a procurement plan for supplies during humanitarian response, including (procurement of contingency stock if required).
  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager

Experience:

  • Three years of Emergency Response Project management experience
  • Experience in implementing Relief projects in Food Security, WASH, Shelter and Settlement, Health and Education in Emergencies. 
  • Experience in attending cluster/working groups coordination meetings.
  • Excellent working experience with district and provincial government counterparts.

Qualification:

Graduate in social sciences/management.

Skills and strengths

  • Good command over Ms. Office (Word, excel, outlook and PowerPoint).
  • Understanding of Sphere standards, HAP, IASC and Core Humanitarian Standards.
  • Reports writing skills (Event report, Situation Report, SitRep, and Need assessment reports and infographics).
  • Excellent coordination and communication skills.
  • Able to work with minimum guidance and supervision.
  • Able to work under pressure and long hours.
  • Passion for Humanitarian response is mandatory.

Travel Requirement:

More than 50% travel in remote and disaster-affected locations.
