The Programme Officer (Thirst Relief) supports planning and organization of the monitoring and evaluation of PA Projects, serves as the focal point for the Thirst Relief project, and will support capacity development for the evidence-based approach and results-based management.

Without restricting the generality of the purpose above, the Programme Officer (Thirst Relief) shall perform such duties and responsibilities as may be assigned including but not restricted to the following:

Job Summary:

  1. Monitor project activities and progress towards achieving the project output, develop monitoring and impact indicator for the project success.

  2. Provide inputs to establish a system to ensure regular project monitoring and spot checks and follow up on the implementation of recommendations by the programme and project staff.

  3. Prepare periodic Result Oriented Reports (monthly, quarterly, Annual) and other periodic reports and forward it to the HOP and CEO.

  4. Support management decision making and compliance with reporting requirements by preparing and sharing project quality updates/reports.

  5. Support planning, budgeting, implementing and monitoring of project, tracking use of financial resources in accordance with PA rules and regulations.

  6. Participation in the planning, preparation and management of project evaluations and other types of evaluations.

  7. Promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the project staff.

  8. Contribution to the monitoring and evaluation work plan.

  9. Provide inputs to assess project performance to identify success factors and incorporate best practices into project work.

  10. Ensures monitoring framework is updated weekly using consolidated information from project staff.

  11. Provision of the technical advice at the design stage of project interventions setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.

  12. Preparation of analytical documents/formats on areas evaluated, effectiveness and impact of the project.

  13. Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

  14. Provide feedback to the Head of Programme and CEO on project strategies and activities.

  15. Document bottlenecks, problems and issues, and proposes effective solutions.

  16. Document and analyze innovative strategies and new approaches.

  17. Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management efforts, disseminated in learning events and channeled into decision-making processes.

  18. Provide support in emergency relief activities, visit distribution sites to check food and other items availability in relation to the number of beneficiaries, rations, commodities and quantities distributed.

  19. Perform all other task assigned by the line manager.
