1. Introduction of Employer & Background:

 PLYC Established in 1986 as a non-state, non-profit voluntary, Prime Minister awarded organization working throughout Pakistan, Registered in 1993 under Voluntary Social Welfare Agencies Registration & Control Ordinance 1961 (XLVI) Vide Number Registered Under Societies Registration Act of 1860.

        vi.            Advocacy

2. Purpose of the Assignment:

The expected child protection situation analysis, also known as a child protection CRSA (Child Rights Situation Analysis), should

·         Systematically document and analyse the nature and scale of child protection issues in district Khanewal, Punjab.

·         Be based on existing and new data (including from children and communities).

·         Look at the trends in, and causes of, child protection issues, the key stakeholders involved, and the policies, programmes and services already in place to prevent and respond to them at the district Khanewal level.

·         Enable organizations to understand the extent to which girls and boy’s protection rights are being violated or realised and analyse the obstacles as well as enablers to their realisation at district level. 

 

3: Scope of the Assignment:

The assignment will focus on the district Khanewal and the design and contents of a child protection situation analysis should be based on:

1)      A child rights framework, and

2)      5 years SIDA funded Programme on Child Protection & Child Rights Governance

 

Child Rights Framework:

The focus for the child protection situation analysis should be consideration of children’s protection rights as established in the Convention on the Rights of the Child (UNCRC). To be precise the situational analysis should look at, focus on and explore in depth the Articles 1,2,3,4,6,7,10,12,13,15,19,20,30,32,33,34,36 of CRC.

 

5 years SIDA Programme on Child Protection and Child Rights Governance:

The overall objective of the 5 years programme is to ensure that “Protection mechanisms (institutional and community based) are in place to prevent and respond to the violence against children in all settings”. It has two components 1. Child Protection 2.Child Rights Governance.

Under the Child Protection component of the programme focuses on interventions to 1. The protection of Children on the Move (street children), 2.Protection of children from Physical and Humiliating Punishment and early forced and child marriages 3. Establishing and strengthening child protection systems to prevent and respond to the violations of child rights in general and child protection in particular.

Under the CRG component the programme focuses on working with alliances and movements to create enabling environment for the implementation of international commitments including CRC and enacting and implementing the respective laws and policies related to child rights and protection. The CP CRSA analysis will focus on assessing the civil society environment in district Khanewal, Punjab; identifying CSOs and movements that exist and are engaged in the promotion and protection of child rights in Khanewal; what are their strengths and weaknesses; what are the challenges and  the opportunities to strengthen them to become key actors on child rights for improved child rights governance structure of district Khanewal, Punjab; implementation of laws at district level, the process and practice of budget allocation and spending for child rights etc..

 

Cross Cutting:

The analysis should also reflect on the following questions under cross cutting issues that it aims to address through the five years programme

-          Environment and Climate Change Impact:  what are the environmental or climate change factors[1]that can affect the project/program or are affected by it?

-          Conflict: What are the current trends/ risks of conflict in the target districts that programme should reflect and mitigate

-          Gender: For each article and programme objective/ outcomes the findings and analysis should be carried out and reported separately for boys and girls and where data (primary and secondary) is not available should be mentioned in limitations/ recommendations.

-          Non Discrimination: For each article and programme objective eensure non-discrimination analysis e.g. Which group of children experience discrimination (make sure data is disaggregated), multiple forms of discrimination/intersectionality is taken into account, (for ex disabled girls from an ethnic minority).

-          CSO Mapping: focus on what CRAN is doing for the protection of child rights in general and cild protection in particular and their weaknesses and strengths

Key questions to address in the situation analysis

Based on the above thematic focus (CRC articles and 5 years programme) the situational analysis should broadly respond to the following four questions:

1.       What is the nature of the selected child protection issues and which girls and boys are affected by them?

2.       What are the immediate and root causes for the lack of fulfilment of these protection rights for girls and boys?

3.       What are the strengths and gaps in the child protection system, including among duty bearers, in preventing and responding to these protection issues and fulfilling children’s protection rights?

4.       What are other organisations including CRAN as a network doing to address these issues and what is Save the Children’s added value?

4. Methodology:

The detailed methodology should be designed by consultant and agreed with SC in light with SCIs “Guidelines for Conducting a Child Protection Situation Analysis”. The consultant will use the right-based approach model to conduct the study and will submit a technical proposition including methodology. The process needs to be participatory and should ensure that 1. Partner organization and Child Rights Advocacy Network established by project are proactively involved in the process and 2. Voices of girls, boys, children with disability are heard and their participation is  inclusive i.e. there is a clear focus on reaching and empowering the most deprived and marginalized children are part of the findings and analysis.  During the CRSA process, the consultant will collect primary data from district Khanewal, Punjab but for secondary data s/he may need to consult stakeholders at provincial or national level.

The proposed methodology can include but is not limited to the following

Existing Data Review:  Gather and review existing data and evidence, documents and reports (in line with areas identified above), Analyse existing quantitative datasets, Prepare  review report and Identify gaps in evidence which need to be filled with new data collection.

New data collection: Develop data collection  plan and methodology, including sampling plan and data collection tools, Review ethical and child safeguarding  requirements, Recruit and train team of data collectors, Pilot and refine data collection tools and data collection

Data Analysis: Enter quantitative data into database and prepare transcripts and notes for qualitative data, clean and code data, Analyse and validate data and Prepare report and executive summary

Sharing Findings: Final Report along with the power point presentation on key findings that can be shared with government and partner agencies and with children and adults

5. Time Period:

30 working days from date of signing contract

6. Eligibility Criteria for Applicants:

 

Master’s degree from H.E.C. recognized institute, in Sociology, Anthropology or any discipline of Social Sciences with at least 5 to 10 year proven experience in conducting similar researches and assignment. Proven experience in conducting thematic C.R.S.A. at provincial/national levels in Pakistan (preferably districts of interior Punjab), is preferable. 

Strong understanding of children rights, education and gender issues; understanding of planning and holding surveys at broader level. Familiarity with the national, provincial (Punjab context) education, child protection and development context.

Strong technical research skills with a fair background of child rights and child rights programming

Experience in planning, management, monitoring and analysis with regard to holding similar research assignments within rural/ urban context of Punjab. Candidates with strong research background would be encouraged to apply.

Strong interpersonal skills and analytical skills. It may include demonstrated ability to interact effectively in cross-cultural environments, groups and with representatives from different stakeholder groups including civil society and government authorities.

Strong written and oral communication in English.
