Experience: 

Preferably 12 years of experience in project management/coordination in urban municipal services or general management and 10 years should be at senior level and managerial position. Experience in the planning of municipal infrastructure and services is required. Knowledge of operation and maintenance of municipal services and their business modeling.

Being responsible for completing the project work in line with the plan and will often report progress to senior managers.  

Expertise in the water supply (including drinking water) and sewerage operations, as well as integrated city planning, are desired

Fostering strong and effective working relationship with the Client. Excellent communication (written and oral) skills in English and strong inter-personal skills will be considered an asset.

Qualification: 

Bachelor’s in Development Studies/Economics/Finance/Administration

(Business/Public)/Engineering or related field or equivalent, Master’s degree will be preferred

Responsibilities:

  • Responsible for project implementation in accordance with the project outputs. Assist the Team Leader in the successful execution of the project.
  • Responsibilities of the Project Manager (Deputy Team Lead) will include, but are not limited to the following:
  • Assist the team leader in ensuring that the team undertakes comprehensive assessment and review of the WSSCs and City Governments also undertaking all tasks as defined under Institutional Review and Capacity Building mandate of WSSCs and City Governments;
  • Lead the detailed review of WSSCs and City Governments with the project team by defining the institutional structure, mandates, staff requirements, job descriptions and qualifications of the WSSCs and city governments, preparing and placing defined key performance indicators and service standards that help in measuring the performance of the WSSCs;
  • Ensure inputs by EDCM firm are logically consistent with inputs provided by IRCM firm as part of KPCIP project;
  • Lead the development of the monitoring framework for the utilities under the mandate of WSSCs and City Governments aligned with the defined performance indicators and service standards, measuring the progress and producing required reports;
  • Work closely with the team members in the preparation of effective guidelines, manuals and systems, business plans, legal and the institutional restructuring plan, procurement documents, training and capacity building plans, communication, and community plans and strategies, based on the prior detailed review of the WSSCs and City Governments;
  • Assist the Team Leader in overseeing quality control methodology put in place, 
  • confirming its adequacy and ensuring that its implementation is satisfactorily carried out;
  • Coordinating with the WSSCs and City Governments, introducing international best practices from the water, sanitation, solid waste management and other relevant sectors for the improvement of the current state and operations and replacing them with better solutions including suitable organizational structure, resource and capacities, business opportunities, operational risks and external factors that may influence the performance of WSSCs.
  • Establishing realistic performance parameters and targets for the next three years by establishing services benchmarks.
  • Ensure inputs by EDCM firm are logically consistent with inputs provided by IRCM firm as part of the KPCIP project. 
  • Development of comprehensive business and operational plans to achieve the set targets during the next three years.
  • Identification of resources, processes, and skills requirements for the implementation of these plans with an incremental approach.
  • Technical input on institutional arrangements though supported policies, procedures, tools, and training which can assure compliance to required performance standards envisaged under the business model pertaining to:
  • Operational Manuals
  • Improved service delivery
  • Progress Monitoring and Reporting systems     
  • Performance standardization and management system
  • Provide technical input to the sustainability assessment for the last quarter of engagement with recommendations to strengthen future operations of the companies.
  • Facilitate periodic performance reviews of the WSSCs, providing a detailed diagnostic report as well as corrective measures. The review would also assess the effectiveness of newly introduced policies, procedures, and tools as well as the capacity of professionals practicing them.Develop job descriptions of staff for the WSSCs.
  • Liaise with the client on a regular basis, providing project updates and keeping the client well informed on project activities, service delivery, and timely project outputs achievement;
  • Provide strategic level guidance to the project team, suggest strategies to the team for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing remedial plans to minimize or eliminate such •       bottlenecks;
  • Review and assess the technical capacities of the WSSCs in engineering planning and design for water and wastewater infrastructure projects;
  • Review and assess the quality of water and wastewater infrastructure projects undertaken so far;
  • Identify the capacity gaps and design capacity building modules in close collaboration of Training and Capacity Building Experts;
  • Assist Institutional, Governance, and PPP Specialist (International expert) in devising operational and technical models of PPP;
  • Identify the implications of capacity gaps on operations of WSSCs and recommend short to medium term corrective actions;
  • Assist the Training and Capacity Building Experts in delivering the designed training modules;

Provide inputs to periodic and annual reports, as required.

Poverty is the root cause of every problem in the society, has no doubts worse affects on human life. Traditional gender roles in Pakistan especially in NWFP, which remains indulged in tribal culture, define the woman’s place as in the home and not in the workplace, and define the man as the breadwinner. Consequently, the society invests far less in women than men. Women in NWFP suffer more from poverty of opportunities throughout their lives as compared to other provinces. Economic vulnerability is a key factor in the rise of poverty in Pakistan; vulnerability also arises from social powerlessness, political instability, and ill-functioning institutions. Corruption and political instabilities such as various separatist movements in Baluchistan and Waziristan resulted in reduction of business confidence, deterioration of economic growth, reduced public expenditure, poor delivery of public services, and undermining of the rule of law. The root causes of current unrest in whole country especially FATA and FRS are linked with the absence of the opportunities for youth in all sections of life in general and particular in livelihoods. Active participation of the youth in decision making and development of the area is neglected and never given a chance to decide their fate. This made youth of the area frustrated and restless and compelled them to take part in the unhealthy activities. Poverty and the lack of modern curriculum have proved destabilizing factors for Pakistani society as these causes our youth to be exploited by religious organizations banned by the government to run schools and produce militant literature.
