Position Summary:

The post holder will be responsible to undergo a significant expansion in its programming, attracting new donors and expanding into new programmatic areas. We have a growing Development portfolio, focused on Health, Education, Protection and Livelihoods. Based in Islamabad, the Communication and Development Officer oversees all program development and communication tasks.

Essential Position Responsibilities and Duties:

Program Development

1. Monitors and coordinates all program development efforts as assigned.

  • Identifies and analyzes new program opportunities within the region, regularly monitoring opportunities from Organization’s primary donors.
  • Coordinates regularly with field staff and other departments to provide contextual information.
  • Ensures that tracking database is kept up to date for all ongoing program development initiatives.

2. Identifies, leads and supports new traditional and non-traditional program opportunities.

  • Manages proposal process from start to finish, ensuring organizational and donor standards and requirements are met.
  • Analyzes opportunities and makes recommendations on potential program strategies.
  • Develops and articulates strategic approaches, partnerships, management/staffing plans, M&E, budgets, and project designs.
  • Develops and defines partnership arrangements as related to specific proposals.
  • Ensures all actions are completed at the end of a proposal development process.

3. Builds relationships with representatives of potential donors and strategic partners.

  • Identifies new partners, sub-awardees/subcontractors, and/or donors to enhance organization’s capabilities and expand our programming.
  • Stays abreast of funding priorities of organization’s major donors.

4. Communicates regularly with program and field staff as well as other departments on ongoing and planned program development efforts, specific support needs and field staff capacity building requirements.

Communication Strategy:

  • Collaborate with management to develop and implement an effective communications strategy based on our target audience.
  • Develop, write and edit communications materials, including press releases, blog posts and social media content
  • Liaise with program and country teams to identify stories of impact. Travel to field sites to collect testimonials, success stories.
  • Design high quality presentations and support country teams to develop tools and content needed to meet institutional donor reports.
  • Liaise with country and project level program and communication staff to edit, produce and disseminate strategic content for external audiences including donors and potential partners
  • Proactively promote communications materials through appropriate social channels
  • Ensure that all communications material aligns with donor and organizational brand standards
  • Maintain digital media archives including photos and videos

Qualifications & Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in demanding and often difficult environments.

  • Master Degree in Communications, International Development, or any relevant degree in  social sciences
  • Minimum 5 years of experience in program design, development, and communications, most notably for UN, USAID, and other institutional donors.
  • Experience in working through a partnership approach with national NGOs.
  • Design and implementation of programs in fragile states and for refugee and IDP populations.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
  • High level English verbal and written communications skills.
  • Excellent time management skills and resourcefulness, with strong attention to detail and an ability to work virtually with team members spread out around the world.
