Job Purpose: The incumbent will be responsible for quality identification, designing and implementation of project CPI and WASH interventions in line with project objectives, outcomes and the organisation’s strategy within assigned area. Ensure effective service delivery and provision of technical assistance to build capacities of relevant technical staff and communities on access to resilient WASH and basic infrastructure services.

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

Technical

·         Develop in depth understanding of project documents (construction drawings & specifications) as well as business process / DIP for planning & implementation shelter activities.

·         Lead on technical feasibility / assessment (site identification, material, labour, transportation, supplies etc.) of shelter activities prior implementation to ensure sustainability & cost effectiveness as well as agreed time frame of project at field level.

·         Ensure adherence to humanitarian standards (Sphere, Do no harm, Humanitarian principles, Core Humanitarian standards, Red Cross code of conduct) & applicable engineering standards

·         Perform quality & quantity assurance checks by paying regular visits to construction sites to verify the work is performed in compliance with the plans and specifications.

·         Assist local teams in preparation of basic technical information (cost estimates for shelter related interventions).

·         Lead on capacity building initiatives for communities (effective utilization of available resources with future sustainability aspect) & field staff on technical level to meet job requirements.   

·         Lead on Identification & hiring of construction teams and labour while working in close collaboration with supply chain department.

·         Responsible for management of Site Engineers and any other skilled & unskilled workers (labour, survey team etc), documentation of performance feedback, grievance handling and other day to day affairs where applicable. 

·         Identify, Analyse and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures in projects.

·         Recommend purchase of specialized equipment required for implementation of the shelter activities.

·         Take part in supplier selection process by evaluating the samples against specifications given in approved BOQs/estimates at field level as & when needed.

·         Arrange field monitoring visits for donor, government competent authorities.

·         Processing daily project documentation and construction observations.

·         Designing integrated work plans in collaboration with teams from other departments/thematic areas.

·         Coordinate with internal (Team Leader, Senior Field Engineer, E/PC, APM, other sector leads at area level) & external (Clusters, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders  related to shelter and other matters of mutual interest.

·         In place contingency plan to deal with external factors affecting or may affect the field activities.

·         Endorsement of schemes from the concern departments.

·         Ensure availability of completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representative and relevant sub engineer and also handing over to relevant department

·         Ensure preparation & record management of Measurement Books with agreement of vendor

·         Maintenance of record (hard & soft) that includes but not limited to Cost estimates , BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.

·         Preparation of daily, weekly, monthly and other progress reports for management’s info.

·         Ensure proper filling of forms & formats as per desired standard

·         Extend support to MEAL / MIS / Communications staff for gathering desired information.

·         Ensure availability of up to date info in MIS on regular basis with consultation of MIS / M&E.

·         Close coordination with line manager for effective implementation of project activities.

·         Conduct regular field visits with 70% time in field, 10% Coordination with stakeholders and 20% for reporting.

Public Relations / Media

·         Support the media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to organization.

Safety and Security

·         Liaise with the local/area supply chain officer to ensure compliance with organization Security Guidelines and their effective application in the local context;

·         Monitor the operational environment with respect to increased level of threat and advise the SPO/District/Program Coordinator and organization Security Officer/Security Focal person.

·         Follow the appropriate communications means to meet operational and security requirements;

Administration

·         Ensure that administrative support functions are supported in accordance with organization administrative policies and procedures;

·         Ensure compliance with district/area/country legal, contractual, labour and statutory requirements.

Financial Management and Planning

·         Regularly review and financial planning/forecasting and reporting of the project

·         Assist SPO in execution of the project financial expenditures, BVA review and reporting

·         Ensure with the finance department, the maintenance of organization financial protocols and accounting systems for all field interventions.

Qualification and Experience:

·         B.Tech Civil / B.E Civil / M.E Civil, B.E/MS Environmental Engineering

·         Minimum 3 Years’ experience with Master degree and / or 5 years’ with Bachelor degree

·         Relevant experience in managing WASH, Agriculture or Solar infrastructure projects

Language: Urdu, English, and Pashto. Local dialect will be added value.

Computer Skills:

·         The candidate shall be computer literate and having good skills of MS office, AutoCad and ERP.

·         Motivation and skill enhancement (capacity development) of communities to increase their income level

·         Social mobilization for replication of the on-farm demonstrated techniques

·         Arrangement for  various training events of efficient techniques in different growing stages of crops

·         Good interpersonal skill
