Background: Qatar Charity has implemented a WASH project in two UCs of District Mirpur Khas, Sindh. This project was jointly funded by Qatar Red Crescent (QRC) and Qatar Charity (QC). The project was a continuation and additional WASH support to 252 constructed shelters of QRC previously.

The project covers following activities:

1.    Formation of WASH Committees

2.    DRR Trainings & risk Mapping Exercises

3.    Hygiene Kits Distributions

4.    Water ponds

5.    Nadi Filters installation

6.    Hand pumps installation

7.    Latrines construction

8.    Health Hygiene Sessions 

Scope of Work: The consultant/firm will be responsible to evaluate QC WASH project for its implementation on soft and hard side as per proposal. The evaluation will cover:Impact evaluation of project activities and its change in the community, quality of work executed at field, government and other stakeholders coordination, in each UC within their respective contexts, and a final section with a consolidated evaluation of the overall project. The evaluation must focus on following to get response as of impact from the beneficiaries:

•    Outcome/ Impact : Did the program activities have the intended impact at the community level and did they lead to the projected outcomes, in particular with respect to increased awareness and improved WASH related behaviors from any future disaster impact?

o    Were the program activities implemented as intended, in particular with respect to beneficiary targeting and broad-based community outreach?Were the beneficiaries satisfied with the assistance provided?o    What real difference has the operation made to the beneficiaries?o    What perceptions people have about the implementation and quality of interventions?o    What people think didn’t went well and not much relevant to their local needs?o    Were cross cutting issues (gender, community strengthening, inclusion) taken into consideration adequately in the design and implementation of the project?

•    Sustainability

o    Did the project have an exit strategy and to what extend will the project’s achievements last after the project’s end? If not: provide an overview on factors hindering sustainability.

o    Did the program intervention focus on and achieve sustainability especially in terms of linkages with local authorities and ownership of project gains and exit strategy?

o    Did the program ensure anchoring of community ownership through effective community participation?•    Relevance:

o    Was the program design and implementation of proper content and quality, according to needs, beneficiary opinion/preference, and Pakistan national standards/practices?

•    Effectiveness

o    Are the implemented activities by Qatar Charity can meet the needs of the population across a wider geographical area?

o    Is the established monitoring system and quality assurance mechanism appropriate and effective?

o    Were internal and external coordination mechanism applied appropriately?

The consultant/firm have to provide analysis of both positive and negative findings in order to help establish and record lessons learned and recommendations regarding the overall methodology, and in particular the adoption of community based approaches.

The consultant will also be requested to provide recommendations regarding any necessary next steps and follow up.

Methodology: It is anticipated that the consultant will undertake the evaluation through desk review, HH and focus group discussions (where appropriate), and key informant interviews. Surveys or other formal analytic evaluation methodologies will not be required. Anticipated methods to be employed include, e.g.:

•    Documentation review, including contract, proposal, logical frame work and amendments, budgets, monitoring formats, hardware implementation detailed analysis, primary activities documentation, interim and (draft) final reports.

•    Office meetings with relevant QC Pakistan staff, local officials and other relevant stakeholders.

•    Field site visits to investigate project results and meet with beneficiaries, community leaders, and other relevant community-level stakeholders.

Locations: Specific locations for visit will be determined by the consultant in consultation with QC Pakistan.  Overall locations will be as follows:

•    Islamabad (Country Office)

•    Mirpur Khas District (Sindh), 2 UCs in which the program was implemented (day-trip driving distance)

Timeframe: It is anticipated that the evaluation will require tentatively 4 weeks (but depends on consultant/firm proposal), starting in last week of September 2017 to October 2017. The specific timeframe shall be proposed by the consultant and negotiated with QC Pakistan.

Resources and Qualifications:It is anticipated that a team of consultant or firm must have at least 2 persons (one male and one female) and should have the following qualifications:

•    Proven experience in conducting evaluations of INGO programs in Pakistan, including field work and final report compilation (experience with WASH, DRR/CBDRM programming preferred); 

•    Master’s degrees in a relevant field;

•    Excellent English verbal and writing skills, as well as spoken fluency in both Urdu and Sindhi are essential;

•    Firm detailed profile

Cost and other arrangements: Qatar Charity will arrange only transportation from field office to field locations. 

All other costs and arrangements will be done by the consultant by their own.

•    Final evaluation report

•    Submission of hard and electronic copies of materials, data collected / analyzed and other evaluation documents.

•    A summary PowerPoint presentation of highlighting main findings and recommendations
