JOB PURPOSE

  • The Finance Manager position will be based in Islamabad and would be expected to manage and look after financial functions and effective control of all financial matters ensuring compliance with organization policies and guidelines.

Main Job Duties

As part of the Programme Support Unit and direct supervision of the Country Director, the incumbent of the post will have the following responsibilities:

  •  Lead and manage the finance team based in country office and field offices.
  • To maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with QC guidelines, national legal requirements and internationally accepted accounting standards.
  •  To ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in a safe and secure condition.
  •  To ensure for the development and updation of financial guidelines as per updated industry requirements.
  •  To provide QC with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the country, in the required formats.
  •  To maintain accurate and effective financial controls on all transactions incurred by the office and field-offices in accordance with all projects implemented
  • To maintain effective control over financial transactions and ensure that the office and field office funds are well managed
  •  To provide quarterly and monthly financial and variance reports to the management
  • To support the Programme department and Country Director in ensuring that field expenditures meet QC and institutional donor requirements and remain within the approved plans and budgets.
  • To assist and support the Country Director and programme department in the preparation of annual country office and field offices budgets
  •  To ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the field and country office
  •   To liaise with external auditors, government departments, banks regularly and other stakeholders.
  •  To manage and undertake local internal audits of the country and field offices and assign action points for different stakeholders and follow up for the achievement
  •  Supervise deduction of all types of taxes and dealing with FBR Prepare cash flow projections and bank top-up requests and maintain funds balance at all times.
  •  Oversee financial system are with in line with QC Financial guidelines and ensure all financial reconciliations including projects funds with net worth.
  •  Maintain accounts of computerized portal software of QC.

COMPLIANCE AND STANDARDS

  •  To ensure procurement is conducted according to QC standards as well as donor agency requirements.
  •   To ensure that adequate measures are in place to safeguard the assets of the organization.
  • To ensure that contracts, leases and other agreements are properly prepared and updated so as to meet agency needs; including fair and reasonable commitments from service vendors; and to comply with legal obligations.

CAPACITY BUIDLING

  •  To build the capacity of finance staff and to properly and efficiently use QC finance portal.
  • Provide guidance and training to programme staff on financial and accounting issues.

Management

  • To participate in management meetings and present financial figures to non-finance staff and explain for clarity.
  •  To participate in procurement committee meetings and ensure system of authority delegation and verification and build capacity of all stakeholders.
  • To support country management in development of effective internal control systems, risk management and minimize the financial risks in the organization.
  • To maintain strategic financial management, financial projections, participate in country strategies  and advise on the action points for the achievement of the objectives
