Purpose & Background of the Position:PMER Officer will be based in District Quetta Baluchistan where donor funded Emergency WASH project shall be implemented. The position holder is required to be mobile as s/he would be required to visit all targeted 08 districts within Baluchistan regularly. This position reports to the project manager (based in Quetta).This position is expected to track the project log frame and conduct the overall Monitoring and Evaluation function through support from Qatar Charity focal person in Country Office (Islamabad). S/he will be working in close coordination with both project and program team. The position is required to implement M&E tools to ensure that all project interventions are relevant, efficient, documented and meet desired goal and objectives. The position will be reporting to field (Quetta) based Project Manager for day-to-day tasks, requirements and coordination. But the incumbent will be technically led and report to PDME Coordinator in QC’s country office in Islamabad.

Major Tasks:

As part of project’s quality and monitoring team, and working directly under PDME Coordinator in Islamabad and the Project Manager in Quetta; the incumbent of the post will have the following responsibilities:

• Establish a monitoring and evaluation frame-work in line with the policies of the Qatar Charity which also correspond to agreement with the donor for the project.

• Identify appropriate M&E methodologies for objective-specific M&E activities

.• Support development and facilitate implementation of data and knowledge management tools for the entire WASH-PATS focused project. This will include leading the data collection as well

• Lead the Baseline data collection exercise at the project initiation in the project area(s). Also takes responsibility of end-line survey & any evaluations planned.

• Conduct regular field visits, in coordination with field staff, to assess project impact and collect feedback from relevant stakeholders.

• To develop proper follow up mechanism of Agreed action as per field visit feedback

• S/he should ensure minimum 10 field visits during the week/month and submit weekly/monthly report separately.

• Ensure to visit 50% Toilets, against data submitted by social mobilization team

• Random visit to the field to assess if the beneficiary selection fulfils the criteria established.

• Prepare weekly, monthly, and Field visit reports in light field visit finding.

• Leads in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to promote community participation.

• Support in tracking the financial and physical progress of the project efforts. 

• Ensure that all the procedures at the project site are according to the procedures. Immediately reporting the deviation to the relevant section at the Country Office.

• Spot checks of the services provided by the field team.

• Custodian of the Complaint Redressal Mechanism together with the PDME Coordinator at Country Office. Immediately inform the concerned section in the Country Office for corrective measures.

• Support the line management in the weekly review of the Project Implementation Plan vis-à-vis physical and financial progress. Prepare high quality reports on the templates approved by the Donor.

• Develop a set of lesson learnt of the project at its closure and sharing with the Country Office focal person.

• S/he is responsible to ensure collection and entry of all data as per project and donor needs. The analysis of collected data will also be the responsibility of the position holder.

• Participate and provide technical input to the monitoring objectives of the organization on the regular basis through meetings

• Plan and organize Monitoring and Evaluation trainings and workshops for staff capacity building

• S/he is responsible to keep data in soft and hard form updated at all time, and whenever needed to share with doner and QC.
