Purpose & Background of the Position:
Project Engineer will be based in District Quetta Baluchistan where donor funded Emergency WASH project shall be implemented. The position holder is required to be mobile as S/he would be required to visit all targeted 08 districts within Baluchistan regularly. This position reports to the project manager (based in Quetta). A project team of around 08 Field Engineers will report to this position from different locations within Baluchistan province.The Project Engineer would be expected to provide support to Donor funded Emergency WASH project in accordance with organization guidelines. S/he will be responsible for working with communities in collaboration of social mobilization unit and design local projects in accordance with organization vision, mission and objectives. Following this, S/he is to follow organization's systems and procedures in technical issues; mainly related to organizational development.
Major Tasks:
As the leader of technical team of the project and under the direct supervision of the Project Manager the incumbent will have the following responsibilities:
• Provide technical engineering information and interpretation of plans, detail sheets and specifications for the successful implementation of the projects. Prepare detailed cost estimates, planning, implementation and technical feasibility for project proposals
• Determine staff input and time requirements for project construction, implementation and supervision
• Preparation of detailed cost estimates, BOQs & designs of infrastructure projects
• S/he shall at all times know progress of the ongoing projects with respect to planning and should be able to give details of why project ahead/behind schedule at all times
• Provide complete support during supervision of constructions; carry out quality control inspections and monitor progress
• Develop standard drawings, bills of quantities and detail materials list for projects
• Provide basic technical trainings to the local communities for the sustainability and construction of school buildings.
• Where possible develop and propose new projects
• To ensure the construction of safe and low-cost toilets
• To supervise the technical session in community conducted by Filed engineers and social mobilization team
• Carry out (participate) in technical assessments at field level.
• Support to supervisors for conducting the feasibilities and technical surveys.
• Hand over the WASH infrastructure to community-based organization or committee.
• Monitor the contractors work including the work plans and quality of work if needed.
• Identify the villages where sanitation activities are not taking place, and work towards ensuring that these locations are covered appropriately
• Assist the Project Manager in other tasks and perform other related duties as required by the Senior Management and other donors
• PE will create demand and supply in sanitation sector through the provision of catalogues of toilet designs, trainers guide and ensure provision of materials.
