The purpose of this role is to lead the delivery of the WASH Climate Change Aim, with support from country staff. S/he will provide technical support and oversight and lead in the achievement of its influencing outcomes. The position-holder will implement quality, impactful, inclusive, and innovative activities and program on WASH and Climate Change. S/he will achieve this through a programmatic approach that combines field-based program with learning, research and advocacy initiatives and work in collaborative partnerships with a range of stakeholders in the public and private spheres, including civil society organizations, the Government of Pakistan (at different levels) and the private sector.

Responsibilities

The WASH/ DRR Specialist must have a strong background in WASH in emergencies, community-based disaster risk reduction (CBDRR) and preparedness. S/he will be responsible for the daily management and execution of QC’s integrated WASH, and DRR program in Baluchistan. The candidate must have demonstrated experience working in emergency settings. Furthermore, following are major responsibilities:

  • Provide technical support to field teams to develop capacities related to their roles and responsibilities in the Climate adaptive WASH.
  • Organize and attend regular meetings with government counterparts, contractors, and other counterparts to analyze and evaluate climate resilient designs, processes, facilities, and outcomes to ensure achievement of objectives and attainment of sustainability and/or take corrective action when vital to meet project objectives.
  • Prepare all technical designs, estimation and construction management for the climate responsive WASH facilities. 
  • Improve program efficiency and effectiveness through evidence-based approach and implementation follow-up.
  • Contribute to training and orientation materials development. Document results and lessons learned from WASH program implementation to promote knowledge sharing with counterparts.
  • Lead in the development and implementation of processes, methodologies, and tools to ensure quality implementation of Climate responsive WASH interventions.
  • Establish modalities to ensure sustainability of facilities and Lead the delivery of WASH services to QC standards and / or the national WASH standards, depending on the context.
  • Provide guidance and support to communities and field staff on all water, sanitation, hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability, and impact soundness in their implementation.
  • Ensure that the WASH Monitoring System data collection and reporting is carried out systematically, properly, and timely with quality information.
  • Report regularly on Climate responsive WASH activity implementation, while maintaining accurate records of all relevant WASH performance indicators.
