The Chief Engineer - Engineering Consultant is a senior technical advisory role providing expert engineering leadership and strategic guidance on all construction and infrastructure matters for our low-cost housing projects. This position requires a seasoned engineering expert who can offer objective technical insights, implement best practices, and ensure engineering excellence while maintaining compliance with national and international standards. The consultant will play a critical role in shaping engineering strategies, optimizing design solutions, and ensuring structural integrity across the projects.
Key Responsibilities
1. Strategic Engineering Advisory:
Provide expert engineering advice and strategic guidance to senior management
Develop and implement engineering strategies aligned with project objectives
Conduct technical feasibility studies and engineering assessments
Advise on structural design optimization and construction methodologies
2. Technical Design & Innovation:
Review and approve architectural and structural designs
Recommend innovative engineering solutions for cost-effective construction
Advise on material selection and construction techniques
Ensure designs comply with building codes and safety standards
3. Quality Assurance & Control:
Establish and monitor quality control systems and procedures
Conduct regular site inspections and technical audits
Recommend testing protocols and quality benchmarks
Ensure compliance with engineering standards and specifications
4. Project Technical Oversight:
Provide expert guidance on construction sequencing and phasing
Advise on technical problem-solving during construction
Monitor technical performance against engineering standards
Recommend corrective actions for technical deviations
5. Risk Management & Safety:
Identify engineering risks and develop mitigation strategies
Ensure compliance with health, safety, and environmental regulations
Review safety protocols and recommend improvements
Advise on disaster-resistant design principles
6. Team Development & Capacity Building:
Mentor and train engineering and technical teams
Develop technical capabilities within the organization

Qualifications and Experience
Education: Bachelor's/Master's degree in Civil/Structural/Mechanical/Electrical Engineering
Professional Certification: PEC Registration (mandatory), PMP, PE, or equivalent certifications
Experience: 25+ years of progressive engineering leadership experience, with extensive consulting background
Sector Expertise: Proven track record in affordable housing, large-scale residential projects, or infrastructure development
Consulting Experience: Minimum 12 years in senior engineering consulting roles
