Job Description:

Responsible for the coordination, oversight and support to ensure effective implementation of the AFS component of PINS ER-3 including execution of the overall Programme AFS strategy, work plans and achievement of project results.

  •  Work in close collaboration with the multidisciplinary teams at RSPN and the implementing partners for day to day coordination and support for the range of AFS interventions including: Farmer Field Schools (FFS), Kitchen gardening, Climate Smart Agriculture, Livestock related interventions and the various AFS pilot initiatives being undertaken by the Programme.
  • Provide technical AFS expertise and support to the implementing partner Agriculture Officers (AOs) and Community Nutrition Officers (CNOs) and Programme Affiliates (i.e. FFS Managers), for operational field level planning, implementation and reporting on the Programme’s AFS activities.  
  • Support trained Community Livestock Extension Workers (CLEWS) in effectively performing their mandate. Establish CLEWs linkages with the GoS Livestock Department to integrate and mainstream their roles within Government Extensions services.
  • Conduct regular field visits to ensure that all AFS activities are performed in line with the Programme Implementation Manual (PIM) in an effective and timely way and to a high professional standard through supportive supervision, on-site assistance, monitoring and oversight of the implementation of the AFS activities within the work plan.
  • Through consultation meetings with field teams: Identify gaps, existing deficiencies and distortions in current practices, propose suitable solutions and determine whether they are conducive to enabling the fair, efficient, and growth-oriented functioning of agriculture and Livestock sectors.
  • Build good working relationships with AFS experts and focal personnel at the implementing partners RSPs to ensure technical and operational challenges are identified, communicated and addressed efficiently and promptly.
  • Collaborate closely with the PINS ER-3 Monitoring and Evaluation Team and the Knowledge Management Officer to develop learning and knowledge products to communicate project findings, lessons learned and policy papers. Undertake research through community surveys and analysis activities to support data collection systems, technical standards / guidelines and technical innovations;
  • Identify improvements and adaptations to the AFS programming through regular reviews in order to enhance impact and develop the PIM accordingly.
  • Collaborate with the Capacity Building Officer to design and implement required trainings and other capacity building initiatives (e.g. refresher sessions, workshops) for the implementing partner field teams, community organizations, programme affiliates to improve overall implementation of Programme AFS activities.
  • Coordinate with NARC and Agriculture Department of Government of Sindh for visits of their key experts to target districts. Ensure that technical guidance given by experts from NARC and Agriculture experts of Govt of Sindh is followed by implementing partners.
  • Ensure regular communications with Agriculture and Livestock departments, Government of Sindh at the provincial level, to integrate nutrition sensitive PINS activities harmoniously within the development plans and objectives of the Accelerated Action Plan (AAP) program;
  • Participate in AFS networks, meetings, and select technical working groups as appropriate to represent the Programme and ensure collaboration with relevant technical work. Maintain coordination with key AFS sector partners (e.g. FAO) to seek their technical advice for Programme implementation.
  • Represent RSPN at AFS forums at National, Provincial and District levels.
  • Any other assignment given by the RSPN senior management.

Note: The RSPN-PINS(ER3) Project will end on 31 July 2023 unless the extension of the Project is approved by the donor.

Rural Support Programmes Network (RSPN)

The Rural Support Programmes Network (RSPN) consists of ten member Rural Support Programmes (RSPs) that espouse a common approach to rural development: social mobilization. Social mobilization centers on the belief that poor people have an innate potential to help themselves, that they can better manage their limited resources if they organize and are provided technical and financial support. The RSPs provide social guidance, technical and financial assistance to the rural poor. RSPN provides capacity building support to RSPs, and assists them in policy advocacy and donor linkages. Set up by the RSPs in 2000, RSPN works closely with government, donors and communities to promote the RSP approach to community driven development that has significant pro-poor impacts. The RSPs have a long standing relationship with the Government of Pakistan, this is highlighted by the fact that five of RSPN’s partner RSPs have received substantial support and seed grants from the government, however they are all registered as not-for-profit organizations and are independent. RSPN’s edge is its vast outreach to rural communities through the RSPs, its strong and influential relationship with government for impacting pro-poor public policy, and its central position that brings together over thirty years of knowledge in participatory development work with Pakistan’s rural communities. RSPs are local, flexible and responsive organizations, RSPs find localized community-based solutions to help take Pakistan’s development agenda forward. The scale of RSP work now covers 4,401 union councils in 149 districts including the newly merge districts of the former Federally Administered Tribal Areas (FATA) and Frontier Regions (FR). Community Organisations now number 496,352 with a membership of over 8.4 million organised households, covering a population of 54 million.
