SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities & marginalized groups since 2010 by providing them humanitarian assistance during emergencies and also support them through the implementing of sustainable development programs in the areas of Child Protection & child Wellbeing, WASH, Food Security & Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including; Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 most vulnerable districts. In light of increasing challenges ‘such as’ inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like; water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

General Objective:

The Project Manager is responsible for developing and implementing the “Early Recovery and Resilience for Flash Flood-Affected Communities” program’s strategy and approach according to the shared objectives of SIF as per the time frame in all of its components and in coordination with Base Program Manager-KP, logistics, HR, Finance, Security, and administration departments. The Project Manager is also responsible for training and capacity building of staff. Project Coordination and implementation: In collaboration and according to the objectives fixed with and by the Base Program Manager-KP He/She will:

• Develop strategies/methods and implement the activities related to reducing vulnerability through Early Recovery and Resilience for Flash Flood-Affected Communities projects in accordance with the multi-sectoral integrated project model, Flood hazard-oriented strategies specifications, and the project timeframe and budget allocated.

• Develop the early recovery and resilience strategy, linking to the location and Pakistan-wide strategy.

• Strategic direction and overall supervision, and successful implementation of the project.

• Development of work plans and budget management according to project outputs and results.

• Evaluate activity progress and determine necessary actions to course correct.

• Provide project reports that are timely and meet SIF requirements.

• Develop and maintain strategic relationships with local authorities.

• Facilitate Donor and HQ visits to project sites as appropriate.

• Work constructively with support teams to ensure sound administrative practices about record keeping, compliance with donor regulations, communications, etc.

• Frequent travel to project sites and provide technical support to the team as needed.

• Review the short and long-range plans for the delivery of project services, and guide the SIF project staff to improve planning, management, and delivery.

• Implement monitoring systems and record-keeping methods that support routine provincial-level reporting as appropriate.

• Analysis of program databases to report on key indicators. Advise on improved methodologies when applicable.

• Propose and implement capacity-building activities aimed at enhancing the skills of local staff in the delivery of project activities.

• Lead in conducting Multi-Hazard Risk Assessment (MHVRA) in collaboration with other sectors and assist Base Program Manager-KP in the shaping of new project proposals in the project area, in accordance with the Program Framework, ensuring that assessment reports are written and disseminated.

• Represent SIF at the working groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous, and visible presence for SIF.

• Assist the Base Program Manager-KP in providing orientations on projects as per proposals to staff members internally and externally as and when needed.

• Ensure the effectiveness of project activities on a weekly/ monthly basis and submit weekly/ monthly Progress reports as per set indicators and targets of the project to the Base Program Manager-KP in Peshawar.

• Collaborate with the Finance/Admin and Logistics to ensure that project supplies and resources are available promptly to support project implementation.

• Provide support and guidance to other SIF staff to assist in their project capacity-building activities.

• Regularly report to the Base Program Manager-KP on all activities, weekly, bi-monthly & monthly with progress, achievements, and bottlenecks to document challenges and lessons learned.

• Stay up to date with all regional and provincial-specific response plans by donors active in the Disaster Risk Management and Livelihood thematic area and other key actors.

• Assess and provide technical input, writing, and budgetary input for new program design. Assisting Base Program Manager-KP in writing proposals is an essential requirement of this position.

• Interface with key other donors regarding early recovery and resilience programs.

• Share methods, approaches, and tools with SIF colleagues across the region, and contribute toward SIF’s regional response strategy by ensuring programmatic coherence, innovation, and responsiveness.

Human Resources:

In collaboration and according to the objectives fixed with and by the HR Manager, Base Program Manager-KP, and Field Coordinator-KP.

• Manage directly the team under his responsibility.

• Recruit the staff under his responsibility and evaluate them.

• Anticipate and plan human resources requirements.

• Organize and solve team conflicts and ensure good working conditions. Reporting

• Prepare daily/weekly/monthly reports according to the schedule defined by the Base Program Manager-KP.

Supervisory Responsibility:

This position directs and supervises the entire project team. The CBDRM Training Officer, CBDRM/WASH Engineer, Social Organizer, Agriculture & Livestock Assistant, and Log & Admin Assistant will be under his direct supervision.
