Reports to: Program Coordinator

Job Purpose: The Senior Liaison, Coordination and reporting officer will participate in multiple coordination meetings with stakeholders at provincial and District level. Develop and maintain close coordination mechanism with concern stakeholders (District administration, Agriculture Directorate KP, District Agriculture office, District livestock office etc as well as multiple reports development, compilation of weekly & monthly reports for AO, CO/HQ and donor. Monthly progress reports endorsement from District administration and submission of fresh & extension NOC documents in P&D International development section according to approved checklist. Conduct project orientation at District level.

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

Technical

·         Liaison and coordination  at provincial level  and District level with multiple stakeholders “International Development Section (P&D) NOC section, PDMA, FDAM, Directorates , TDP secretariat  and brief on ongoing  projects in KP.

·         Close coordination and liaison with District administration, NNGOs, INGOs, PDMA, District Police Officer (DPO), security agencies at district levels where the organisation’s project is implementing.

·         Regular attend projects monthly progress review meetings at provincial and districts level with relevant stakeholders.

·         Close coordination with government elected representatives, religious leaders, social activists, Youth committees, Jirga leaders and orient on project theme.

·         Support team in the development of business process, procurement plan , media & comm visibility etc.

·         Regular follow up monthly progress reports endorsed by district administration and share with management to timely overcome on the project gaps and challenges.

·         Properly conduct project inception with consultation of Deputy Commissioner and ensure participation of all relevant stakeholders.

·         Timely submission of project NOCs documents according to the approved checklist in “International Development Section” P& D KP, PDMA & FDMA.

·         Timely inform project leads to process project NOC extension documents before 6-8 week to the concern departments.

·         Close coordination with District Administration for issuance of NOC at District level for permission of project activities.

·         Arrange donor field visits for donor with the consultation of area management & team leads.

·         Develop multiple projects reports (weekly, monthly , quarterly ,midterm and final reports)  according to the donor approved formats with the consultation of MEAL team.

·         Technical support and guide team in the development of multiple reports.

·         Conduct monthly basis meetings on budget vs actual (BVA) with the consultation of management.

·         Submission of monthly and Quarterly reports in NOC section and update on the project progress and challenges.

·         Ensure good working relationship at provincial and District level with competent authorities to smoothly implementation of project activities.

·         Arrange meetings with Directorate and District administration at field level for management and donors. 

·         Any other tasks assigned by management.

Public Relations / Media

·         Support the PR/Media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to the headquarters.

Safety and Security

·         Liaise with the local Sr. supply chain officer to ensure compliance with the organisation’s Security Guidelines and their effective application in the local context;

·         Monitor the operational environment with respect to increased level of threat and advise the District Coordinator and the organisation’s Security Officer/Security Focal person.

·         Follow the appropriate communications means to meet operational and security requirements;

Administration

·         Ensure that administrative support functions are supported in accordance with the organisation’s administrative policies and procedures;

·         Ensure compliance with country legal, contractual, labour and statutory requirements.

Financial Management and Planning

·         Ensure with the Finance department, the maintenance of the organisation’s financial protocols and accounting systems for all field interventions.

·         Demonstration of the organisation’s Values while working with teams / stakeholders.

·         Empowering others to ensure procedural accountability.

·         Knowledge of the organisation’s strategic priorities.

Qualification, Experience, and Competencies:

·         Master’s preferably in Public Administration (MPA), Development Studies / Social Sciences or equivalent education degree

·         Minimum Five (05) years’ relevant experience

Language: Urdu, English and local languages. Knowledge

Computer Skills:

·         MS Office, Outlook, ERP systems familiarity

Value-Added Skills:

·         Conducting Meetings at the Provincial level and District level.

·         Good interpersonal skill

·         The highest level of expertise in representation and negotiation with governments.

·         Strong understanding of the humanitarian operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management

·         He or She must have experience of working for a Humanitarian Organization specifically in the context of Tribal Districts.

Personal Qualities & Skills:

·         Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.

·         Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.

·         Has a positive nature and able to overcome issues that create hindrance in achievement of entrusted goals / objectives.

·         Has a learning attitude and a continuous improvement philosophy.
