A consultancy opportunity is available for a Senior National Procurement & Supply Chain Expert – Team Lead to support the KP TA Capacity Building initiative focused on Logistics Best Practices in Health Supply Chain Management in Khyber Pakhtunkhwa, Pakistan. This role is part of the Evidence for Health (E4H) programme, funded by the Foreign, Commonwealth & Development Office (FCDO) and implemented by Palladium in partnership with Oxford Policy Management. The expert will lead efforts to strengthen district-level logistics management systems by developing a pool of master trainers who can cascade knowledge on forecasting, procurement, storage, and inventory management. This initiative aims to improve the efficiency, transparency, and sustainability of supply chain operations within the provincial health system, aligning with KP’s Good Governance Reform Roadmap and existing health strategies.
Key Responsibilities
Provide strategic leadership and technical guidance for designing and implementing a Training of Trainers (TOT) program centered on logistics best practices. Oversee the development and validation of standardized training materials that align with national and provincial supply chain policies, including the KP Public Health Forecasting and Supply Chain Strategy (2017–2022). Coordinate closely with the Department of Health (DOH), Provincial Health Services Academy (PHSA), and Health Information Systems and Development Unit (HISDU) to institutionalize sustainable training systems. Lead the delivery of a competency-based TOT using blended learning methods such as technical presentations, practical exercises, and simulations. Facilitate capacity building for selected provincial and district trainers by equipping them with facilitation, mentoring, and coaching skills to support ongoing logistics staff development. Ensure the training content and supervision standards are harmonized with other donor-supported supply chain strengthening efforts, including those by UNICEF, WHO, and the Global Fund. Support joint planning and review meetings with DOH and district health authorities to maintain institutional alignment and promote continuous learning. Monitor and evaluate training outcomes through pre- and post-assessments to measure improvements in knowledge and teaching competence. Contribute to transition planning by embedding logistics training into government systems for ongoing implementation and refresher sessions beyond the project lifecycle.
Required Qualifications
A Master’s degree from an accredited university is essential. Candidates must have over 15 years of progressive experience in health supply chain management, covering forecasting, procurement, warehousing, and inventory control. Demonstrated expertise in capacity-building initiatives related to logistics management within the health sector is required. Strong knowledge of national and provincial health logistics frameworks, tools, and policies is critical. Proven experience working with the Khyber Pakhtunkhwa Department of Health or similar government institutions on procurement and logistics system strengthening is highly desirable. The role demands excellent leadership, coordination, and team management skills, along with strong analytical and problem-solving abilities focused on systems strengthening. Exceptional stakeholder engagement, facilitation, and communication skills are necessary, as is the ability to translate complex technical concepts into practical training content and actionable recommendations.
