The World Food Programme (WFP), the largest humanitarian organization dedicated to saving lives and fostering peace and stability, is seeking a Senior Security Associate based in Quetta. This fixed-term role (12 months, with potential extension) involves leading the security team to ensure the safety of WFP staff, facilities, and operations. The position requires managing complex security challenges, developing risk mitigation strategies, and maintaining strong relationships with local authorities and partners. The Senior Security Associate will report to the Head of Provincial Office and technically to the WFP Head of Security in Islamabad, while supervising junior security personnel.
Key Responsibilities
Review and analyze security threats and risks, producing detailed reports on trends that may affect WFP operations to inform senior management decisions. Analyze security-related data, including incidents and daily activities, using corporate tools to generate complex reports for relevant stakeholders. Build and maintain relationships with local administration, law enforcement, communities, UN/NGO security staff, and other actors to support safe program delivery and risk mitigation.
Oversee and coordinate security staff during field missions, ensuring security assessments meet WFP standards. Analyze post-mission security assessment reports to develop effective risk mitigation measures. Provide expert advice to the Head of Provincial Office and Head of Security on security risk management and safety issues in alignment with the United Nations Security Management System (UNSMS).
Implement and monitor risk mitigation measures, including Minimum Operational Security Standards (MOSS), to enhance compliance. Manage security equipment and strengthen technological capacity to meet operational needs. Ensure strict adherence to access control procedures for staff and visitors to maintain a secure environment.
Develop and implement emergency and contingency plans, including physical preparations and procedures for crisis readiness. Design, plan, and deliver security training tailored to staff needs and feedback. Supervise and mentor security staff, supporting their development and performance. Provide operational guidance for WFP guard force activities, including emergency drills and evacuation procedures.
Attend security meetings, summarize discussions, and advise senior management on security decisions. Maintain updated security documentation, staff lists, and ensure compliance with security protocols at WFP premises and warehouses. Submit mandatory security reports and track staff missions in coordination with the Security Operations Center. Monitor radio check records, guard attendance, and shift compliance. Perform any other security-related duties as required.
Required Qualifications
A Bachelor’s degree in Peace and Conflict Studies, Business Administration, Economics, Commerce, Psychology, International Relations, Commercial Law, or a related field with a focus on security management is preferred. A Bachelor’s degree from a police academy or military college is highly desirable. Alternatively, completion of secondary education with a post-secondary certificate in a related security field is required.
Candidates must have a minimum of seven years of progressively responsible experience in security operations and risk management, preferably including military police experience. Proven expertise in supporting security functions, providing technical guidance, and conducting data analysis and reporting is essential. Strong knowledge of security logistics, administration, risk assessment, and coordination with local authorities is required.
Experience in fire response, emergency intervention, and evacuation procedures is necessary. Proficiency in Microsoft Office and strong analytical skills are expected. Excellent communication skills in English and Urdu are required; knowledge of additional local languages is an advantage. The ability to remain calm in emergencies, exercise sound judgment, and maintain vigilance to detect security breaches is critical. Willingness to comply with UNSMS standards and participate in security training is mandatory.
